Book excerpt: Dans cet article, nous construisons puis testons un modèle basé sur la théorie des négociations salariales permettant de lier les salaires sectoriels aux variables d'ouverture. L'équation théorique obtenue a trois caractéristiques principales : 1/ elle peut être aisément confrontée aux données ; 2/ elle introduit l'impact de variables d'importations et d'exportations dans une même équation estimable ; 3/ enfin, elle explicite le rôle de l'imperfection des structures de marchés des biens et du travail, et leur interaction, dans l'étude de l'impact du commerce sur les salaires. Nous trouvons que dans les pays de l'OCDE ainsi que dans ceux de la Méditerranée, et dans une moindre mesure en Amérique Latine, un accroissement des parts de marché sur le marché domestique et sur celui à l'exportation est associé à un accroissement des salaires dans près de la moitié des secteurs. En revanche, dans les pays d'Asie, ce phénomène ne semble pas être à l'œuvre.

Yet, as this book shows through its detailed examination of world trade patterns over the last 20 years, while developing country exports have grown faster than the world average, the rich countries have meanwhile increased their share in world manufacturing valued added. This poses the vitally important policy challenge of what poor countries, confronted by the vigorous expansion of their foreign trade but no comparable rise in income, should do. Primary commodity prices have collapsed in value, and there is a real danger that the terms of trade for their exports of manufactured goods may do the same. The key challenge confronting poor countries today is not more trade liberalization on their part, but how to improve the terms of their participation in world trade and to increase the still limited and unstable benefits they derive from it.

When are developing countries able to initiate periods of rapid growth and why have so few of these countries been able to sustain growth over decades? Deals and Development: The Political Dynamics of Growth Episodes seeks to answer these questions and many more through a novel conceptual framework built from a political economy of business-government relations. Economic growth for most developing countries is not a linear process. Growth instead proceeds in booms and busts, yet most frameworks for thinking about economic growth are built on the faulty assumption that a country's economic performance is largely stable. Deals and Development explains how growth episodes emerge and when growth, once ignited, is maintained for a sustained period. It applies its new framework to examine the growth of countries across a range of institutional and political contexts in Africa and Asia, using the examples of Bangladesh, Cambodia, India, Malaysia, Thailand, Ghana, Liberia, Malawi, Rwanda and Uganda. Through these country analyses it demonstrates the explanatory power of its framework and the importance of feedback cycles in which economic trends interact with political behaviour to either sustain or terminate a growth episode.
