Policies have often been designed in the belief that this is true, but competitiveness and participation in international markets may take very different forms, and developing countries do not always benefit. This book presents a series of rich and original field studies from Latin America, conducted by the authors with the same consistent methodological approach, and represents a theory-generating exercise within clusters and economic development literature. The main question addressed is how Latin American small and medium-sized enterprises (SMEs) may participate in global markets in ways that provide for sustainable income growth, the “high road” to competitiveness. In contrast, the “low road” is often typically followed by small firms from developing countries, which often compete by squeezing wages and revenues rather than by increasing productivity, salaries, and profits.

Book excerpt: Although most Latin American and Caribbean countries have greatly increased their exports during the early 1990s, the goal of moving towards higher value added products in their export structure is proving as elusive as during the import substitution industrialization period. This paper brings together ideas about and indicators of the region's capacity to compete in advanced industries or products in the international market-place. It develops an index of the technological specialization in the region's exports to the most sophisticated markets (i.e., the OECD countries) and accounts for variations in specialization on the basis of the performance of the national systems of innovation and the dynamics of investment in innovation. The paper is divided into five sections. After the introduction, it presents the definition and the database for calculating the technological specialization index. The third section examines long-run trends in the capacity of the region to adapt to international competition, particularly in comparison with the performance of the most developed countries (the Group of Seven), the Asian tigers (Hong Kong, Korea, Singapore and Taiwan, China), the potential Asian tigers (China, Indonesia, Malaysia and Thailand) and the newly industrialized European countries (Greece, Ireland, Portugal, Spain and Turkey). Data for specific Latin American and Caribbean countries are also presented. The fourth section looks into the determinants of the region's international performance in high-technology products, particularly investment in innovation by Governments and firms. These determinants are divided into those related to the functioning of national systems of innovation in the region (public policy, technological infrastructure, human capital formation, and the internal articulation of the system) and those related to investment in innovation (the aggregate expenditure on research and development (R & D) and its structure, and human resources and enterprise investment in R & D). The paper concludes by addressing policy issues that impact on the region's performance with respect to investment in innovation. In particular, it goes beyond the usual technology policy instruments and puts forward ideas regarding ways to tackle problems related to the lack of Schumpeterian entrepreneurs, asymmetrical information and the incentive system in the region's national systems of innovation.

Book excerpt: Abstract: This paper examines the extent to which the growth of China and India in world markets is affecting the patterns of trade specialization in Latin American economies. The authors construct Vollrath's measure of revealed comparative advantage by 3-digit ISIC sector, country, and year. This measure accounts for both imports and exports. The empirical analyses explore the correlation between the revealed comparative advantage of Latin America and the two Asian economies. Econometric estimates suggest that the specialization pattern of Latin A-with the exception of Mexico-has been moving in opposite direction of the trade specialization pattern of China and India. Labor-intensive sectors (both unskilled and skilled) probably have been negatively affected by the growing presence of China and India in world markets, while natural resource and scientific knowledge intensive sectors have probably benefited from China and India's growth since 1990.

Book excerpt: The vast majority of the world's poorest households depend on farming for their livelihood. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors as well as within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets first appeared approximately 20 years ago. Since then the OECD has provided estimates each year of market distortions in high-income countries, but there has been no comparable estimates for the world's developing countries. This volume is the second in a series (other volumes cover Africa, Asia, and Europe's transition economies) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Latin America' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of South America, plus the Dominican Republic, Nicaragua, and Mexico. Together these countries constitute about 80 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms, especially in the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added, and there have even been some policy reversals in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

Chinese and Indian growth is creating new production possibilities for LAC economies, particularly in sectors that rely on natural resources and scientific knowledge.
