Book excerpt: The International Space Station (ISS) program has brought together 16 spacefaring nations in an effort to build a permanent base for human explorers in low-Earth orbit, the first stop past Earth in humanity's path into space. The ISS is a remarkably capable spacecraft, by significant margins the largest and most complex space vehicle ever built. Planned for completion in 2010, the ISS will provide a home for laboratories equipped with a wide array of resources to develop and test the technologies needed for future generations of space exploration. The resources of the only permanent base in space clearly have the potential to find application in areas beyond the research required to enable future exploration missions. In response to Congressional direction in the 2005 National Aeronautics and Space Administration (NASA) Authorization Act, NASA has begun to examine the value of these unique capabilities to other national priorities, particularly education. In early 2006, NASA invited education experts from other Federal agencies to participate in a Task Force charged with developing concepts for using the ISS for educational purposes. Senior representatives from the education offices of the Department of Defense, Department of Education, Department of Energy, National Institutes of Health, and National Science Foundation agreed to take part in the Task Force and have graciously contributed their time and energy to produce a plan that lays out a conceptual framework for potential utilization of the ISS for educational activities sponsored by Federal agencies as well as other future users.Unspecified CenterEDUCATION; INTERNATIONAL SPACE STATION; DEVELOPING NATIONS; NASA PROGRAMS; SPACE EXPLORATION; SPACE MISSIONS; LOW EARTH ORBITS

Book excerpt: In January 2004, President Bush announced a new space policy directed at human and robotic exploration of space. In June 2004, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending among other things that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. In February 2005, the NRC released Science in NASA's Vision for Space Exploration, the first report of the two studies undertaken to carry out these requests. The second report focuses on NASA's plan for the ISS. This report provides broad advice on programmatic issues that NASA is likely to face as it attempts to develop an updated ISS utilization plan. It also presents an assessment of potentially important research and testbed activities that may have to be performed on the ISS to help ensure success of some exploration objectives.

Book excerpt: In 2010, after about 25 years of work and the expenditure of billions of dollars, the International Space Station (ISS) will be completed. According to the National Aeronautics and Space Administration (NASA), the ISS crew will then be able to redirect its efforts from assembling the station to conducting research. In 2005, Congress designated the ISS as a national laboratory; in addition, the NASA Authorization Act of 2008 required NASA to provide a research management plan for the ISS National Laboratory. In light of these developments, GAO was asked to review the research use of the ISS. Specifically, GAO (1) identified how the ISS is being used for research and how it is expected to be used once completed, (2) identified challenges to maximizing ISS research; and (3) identified common management practices at other national laboratories and large science programs that could be applicable to the management of the ISS. To accomplish this, GAO interviewed NASA officials and reviewed key documents related to the ISS. GAO also studied two ground-based national laboratories and several large science institutions.
