The scope and magnitude of the problem clearly reveals that the subject matter is worthy of further consideration. Although the frequency of these deaths is very low, the criticality of its occurrence requires attention to the subject matter. The purpose of Sudden Deaths in Custody is to provide current information that addresses the issue from a number of perspectives. It is our purpose to assemble, under one title, current research that addresses the varying facets that underscore the nature of sudden in-custody deaths. The intent is to provide information that can further educate and assist those officers, adm- istrators, investigators, trainers, and medical personnel who must interact, intervene, and make decisions about how to prevent sudden in-custody deaths. Sudden Deaths in Custody specifically addresses sudden in-custody deaths that occur after a violent confrontation. Such incidents may occur after police or correction officers’ intervention, but also include incidents that may occur in a mental health facility or emergency medical field setting. The deaths described in this volume all involve sudden death within minutes or hours of contact preceded by one or more of the following: violent confrontation with police or corrections personnel, forcible control measures, and behavior inf- enced by a chemical substance, or mental impairment. Incidents involving custodial suicides, homicides, accidents, fatal pursuits, or police shootings are excluded.

Book excerpt: The suicide rate in prisons in England and Wales is 40 per 100,000 - four times that of the general population. How can this be explained? Recent prison suicides have aroused much public concern and media attention, yet there has been very little research examining their true cause or nature. Previous studies have tended to rely exclusively on official statistics and prison records, and have had little effect in practice. Suicides in Prison is the first major study in this area to draw directly on the experiences of both prisoners and staff. The interviews conducted by the author help to cast new light on the circumstances which can lead to suicide or attempted suicide. The author provides further evidence to support the growing recognition that suicide is not an exclusively psychiatric problem. The coping mechanisms and social support given to the people involved can have a crucial role to play. Alison Liebling also shows how serious difficulties in the management of prisoners at risk of suicide may be exacerbated by problems of communication between departments, and that prison officers may lack the necessary training to play a potentially major role in suicide prevention. Most importantly, if staff perceptions and attitudes are not addressed, any attempt to improve procedures may well be ineffective. Suicides in Prison traces the recent history of the problem and provides the first major theoretical discussion of the nature and causes of suicide in prison.

Built to temporarily house eight hundred migrants in transit, the immigrant “reception center” on the Italian island of Lampedusa has held thousands of North African refugees under inhumane conditions for weeks on end. Australia’s use of Christmas Island as a detention center for asylum seekers has enabled successive governments to imprison migrants from Asia and Africa, including the Sudanese human rights activist Abdul Aziz Muhamat, held there for five years. Although it is not officially acknowledged to the same degree in Trinidad, it is also well-known that Afro-Trinidadians are over-represented in the prisons of that county. The disproportionate criminalisation of Aboriginal Australians and Afro-Trinidadians is interpreted by the author as a continuation and concretion of the myth of the barbaric, uncivilised and ungoverned ‘savage; in opposition to which Western legal systems and societies have created their own identities. The book departs from much contemporary analysis in this area by drawing strongly upon a historical analysis of the operations of the common law in Trinidad and Western Australia. By doing so, the book illustrates that race/ethnicity and criminalisation are not necessarily contiguous. What such analysis does reveal is another and more constant dimension to criminalisation; and that is economic basis of many of the legal relations instituted under British derived legal systems with respect to colonised peoples.
