Book excerpt: This book argues that states have a special obligation to offer asylum as a form of reparation to refugees for whose flight they are responsible. It shows the great relevance of reparative justice, and the importance of the causes of contemporary forced migration, for our understanding of states’ responsibilities to refugees. Part I explains how this view presents an alternative to the dominant humanitarian approach to asylum in political theory and some practice. Part II outlines the conditions under which asylum should act as a form of reparation, arguing that a state owes this form of asylum to refugees where it bears responsibility for the unjustified harms that they experience, and where asylum is the most fitting form of reparation available. Part III explores some of the ethical implications of this reparative approach to asylum for the workings of states’ asylum systems and the international politics of refugee protection.

Book excerpt: In 1914 Britain was home to at least 10,000 black Britons, many of African and West Indian heritage. Most of them were loyal to the 'mother country' when the First World War broke out. Despite being discouraged from serving in the British Army, men managed to join all branches of the forces, while black communities contributed to the war effort on the home front. By 1918 it is estimated that Britain's black population had trebled to 30,000, as many black servicemen who had fought for Britain decided to make it their home. It was far from a happy ending, however, as they and their families often came under attack from white ex-servicemen and civilians increasingly resentful of their presence. With first-hand accounts and original photographs, Black Poppies is the essential guide to the military and civilian wartime experiences of black men and women, from the trenches to the music halls. Electoral Shocks: The Volatile Voter in a Turbulent World offers a novel perspective on British elections, focusing on the role of electoral shocks in the context of increasing electoral volatility. It demonstrates and explains the long-term trend in volatility, how shocks have contributed to the level of electoral volatility, and also which parties have benefited from the ensuing volatility. It follows in the tradition of British Election Study books, providing a comprehensive account of specific election outcomes- the General Elections of 2015 and 2017-and a more general and novel approach to understanding electoral change. The authors examine five electoral shocks that affected the elections of 2015 and 2017: the rise in immigration after 2004, particularly from Eastern Europe; the Global Financial Crisis prior to 2010; the coalition government of the Conservatives and the Liberal Democrats between 2010 and 2015; the Scottish Independence Referendum in 2014; and the European Union Referendum in 2016. The focus on electoral shocks offers an overarching explanation for the volatility in British elections, alongside the long-term trends that have led to this point. It offers a way to understand the rise and fall of the UK Independence Party (UKIP), Labour's disappointing 2015 performance and its later unexpected gains, the collapse in support for the Liberal Democrats, the dramatic gains of the Scottish National Party (SNP) in 2015, and the continuing period of tumultuous politics that has followed the EU referendum and the General Election of 2017. It provides a new way of understanding electoral choice in Britain, and also beyond, and a better understanding of the outcomes of recent elections.

Alexander Wendt clarifies the central claims of the constructivist approach, presenting a structural and idealist worldview which contrasts with the individualism and materialism which underpins much mainstream international relations theory. He builds a cultural theory of international politics, which takes whether states view each other as enemies, rivals or friends as a fundamental determinant. Wendt characterises these roles as 'cultures of anarchy', described as Hobbesian, Lockean and Kantian respectively. These cultures are shared ideas which help shape state interests and capabilities, and generate tendencies in the international system.
