This Guide is not intended to be a recommended practice or a document that is suitable for adoption as a code. The Guide pertains to “super tall,” “very tall” and “tall” buildings. Throughout this Guide, all such buildings are called “very tall buildings.” These buildings are characterized by heights that impose fire protection challenges; they require special attention beyond the protection features typically provided by traditional fire protection methods. This Guide does not establish a definition of buildings that fall within the scope of this document.

In particular it describes the work within ISO TC92/SC4 which uses a sub-systems approach and permits a deterministic or probabilistic approach to design for fire safety in buildings. The paper concludes that a framework code is the cornerstone in gaining further acceptance of engineering approaches to Eire safety in buildings, and identifying topics and priorities for research needed to fill the gaps in current knowledge.

Book excerpt: Four basic requirements of fire safety standards are proposed: the system of international rules must be objective, practical, mandatory, and consistent. Taking into account the state of the art, the fulfillment of these basic conditions is subjected to some substantial constraints. A very important constraint appears to emerge from the inconsistency between the quantification of levels of protection and the quantification of measures to meet the required levels. Other constraints follow from political and legal considerations. A discussion on these constraints is presented, and recommendations are given to face the identified problems.
