Book excerpt: Although it has been more than a decade since the Cold War global structure collapsed, neither scholars nor policymakers have clearly identified its replacement. What is the new world order, ask Thomas Volgy and Alison Bailin; and in the midst of declining state strength, who sustains it? They find their answers in the system collectively constructed by the major powers. The authors consider both the nature of state strength and the changing capabilities of the states most likely to construct global architecture. Demonstrating that the traditional structures of global order--hegemony, bipolarity, and multipolarity--are inconsistent with existing and projected patterns of state strength, they present a provocative alternative model that reflects the "creeping incrementalism" of multilateral institutions and the "institutionalized group hegemony" of the G7 states. In their final chapter, they explore the weaknesses of the present architectural arrangements and discuss alternative scenarios.

Strong Societies and Weak States offers a fresh approach to the study of state-society relations and to the possibilities for economic and political reforms in the third world. In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.

And it is soft power that will help us deal with critical global issues that require multilateral cooperation among states. The UN flowered thereafter as it became a catalyst for change in response to humanitarian crises and the propensity of war. Social services developed around the world thanks to the organization, and conflict resolution became a key facet of the intergovernmental agency. The United Nations in its current state is subject to much scrutiny. Despite its strength in its work in protecting and serving the needs of humanity and functioning as mediatory power for international conflict resolution, the UN does falter as a "world government" as it heralds little hegemony and is ineffective at being a progressive power.
