Book Amendment to the Convention on the Physical Protection of Nuclear Material

Download or read book Amendment to the Convention on the Physical Protection of Nuclear Material written by International Atomic Energy Agency and published by IAEA. This book was released on 2006 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. The Convention is the only international legally binding undertaking in the area of physical protection of nuclear material. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO provided information on agencies' compliance with the provisions of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, focusing on agencies' reports on the physical security standards for shipment and storage of nuclear materials outside the United States. GAO found that: (1) four of the five affected agencies submitted their reports late because of disagreements with the Department of Defense (DOD); (2) DOD officials indicated that each agency produced its report independently, and made only minor changes at the request of other agencies; and (3) because of a lack of proper documentation, GAO was unable to determine the nature and source of changes each agency made to its draft report.

As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Book Use of Nuclear Material Accounting and Control for Nuclear Security Purposes at Facilities

Download or read book Use of Nuclear Material Accounting and Control for Nuclear Security Purposes at Facilities written by International Atomic Energy Agency and published by IAEA Nuclear Security. This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nuclear material accounting and control (NMAC) works in a complementary fashion with the international safeguards programme and physical protection systems to help prevent, deter or detect the unauthorized acquisition and use of nuclear materials. These three methodologies are employed by Member States to defend against external threats, internal threats and both State actors and non-State actors. This publication offers guidance for implementing NMAC measures for nuclear security at the nuclear facility level. It focuses on measures to mitigate the risk posed by insider threats and describes elements of a programme that can be implemented at a nuclear facility in coordination with the physical protection system for the purpose of deterring and detecting unauthorized removal of nuclear material.

Book Performance Metrics for the Global Nuclear Detection Architecture

Download or read book Performance Metrics for the Global Nuclear Detection Architecture written by National Research Council and published by National Academies Press. This book was released on 2013-12-12 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Global Nuclear Detection Architecture (GNDA) is described as a worldwide network of sensors, telecommunications, and personnel, with the supporting information exchanges, programs, and protocols that serve to detect, analyze, and report on nuclear and radiological materials that are out of regulatory control. The Domestic Nuclear Detection Office (DNDO), an office within the Department of Homeland Security (DHS), coordinates the development of the GNDA with its federal partners. Performance Metrics for the Global Nuclear Detection Architecture considers how to develop performance measures and quantitative metrics that can be used to evaluate the overall effectiveness and report on progress toward meeting the goals of the GNDA. According to this report, two critical components are needed to evaluate the effectiveness of the GNDA: a new strategic plan with outcome-based metrics and an analysis framework to enable assessment of outcome-based metrics. The GNDA is a complex system of systems meant to deter and detect attempts to unlawfully transport radiological or nuclear material. The recommendations of Performance Metrics for the Performance Metrics for the Global Nuclear Detection Architecture may be used to improve the GNDA strategic plan and the reporting of progress toward meeting its goals during subsequent review cycles.

The Centre is to be open to international participation through academic0 exchanges, training, and research and development efforts. India-United States Cooperation on Global Security is the summary of a workshop held by the U.S. National Academy of Sciences (NAS) together with its partner of more than 15 years, the National Institute for Advanced Studies (NIAS) in Bangalore, India. The workshop identified and examined potential areas for substantive scientific and technical cooperation between the two countries on issues related to nuclear material security. Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. This report discusses nuclear materials management issues such as nuclear materials accounting, cyber security, physical security, and nuclear forensics.

Book Computer Security at Nuclear Facilities

Download or read book Computer Security at Nuclear Facilities written by and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This publication provides guidance specific to nuclear facilities on implementing a computer security programme and evaluating existing programmes. The use of computer systems to cover an increasing range of functions at nuclear facilities introduces new vulnerabilities that could seriously endanger nuclear security if not addressed in a rigorous and balanced manner. Digital systems are being increasingly introduced in safety, safety-related and security systems throughout facilities. Non-availability or malfunction of these systems can seriously impact nuclear safety and security, and potentially facilitate sabotage of the facility and/or theft of material. Computer security must, therefore, be a key component of overall facility security."--Provided by publisher.
