Book Eroding Local Capacity

Download or read book Eroding Local Capacity written by Monica Kathina Juma and published by Nordic Africa Institute. This book was released on 2002 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Eroding Local Capacity is a critical examination of the interplay between international and local actors operating in the humanitarian arena in Africa. All sides emphasise the need to build local capacity for humanitarian action, yet the results have not been substantial. Even long-term, semi-permanent emergencies have generated little local capacity to assist and protect the victims of violence, displacement and related deprivations. In some cases, whatever local capacity did exist has been overwhelmed by the international aid presence. Why is this so? What is the case for a more even division of labour between North and South in this area, and why is it so difficult to bring about? The book focuses on cases from East Africa and the Horn. It considers institutional capacity in the public and private sector, as well as legal and social norms of humanitarian action. The authors are African and Nordic scholars who worked together on the NORAD-supported project over a 3-year period. Preliminary conclusions were discussed at seminars organized by the Centre for Foreign Relations (Dar es Salaam), the School of Government at the University of the Western Cape (Cape Town), and the Chr. Michelsen Institute (Bergen).

Available in PDF, EPUB and Kindle. Book excerpt: Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 192 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.
