Book excerpt: This paper reviews major issues and developments in the trade area and outlines the challenges governments face as they seek to liberalize trade in the Uruguay Round of trade negotiations and address new trade issues. In industrial countries, the reorientation of policies was most apparent in steps taken to liberalize financial markets and foreign direct investment, privatize public enterprises, and deregulate services, particularly in the transportation and communication sectors. Among developing countries, a growing number recognized the merits of outward, market-oriented policies and took steps to liberalize their trade regimes and open their economies to international competition. By and large, the increased focus on market principles in industrial countries did not carry over to trade and industrial policies or, most notable, to the agricultural sector. Despite strong growth performance in 1983–1989, little progress was made in rolling back the protective barriers that had risen during the preceding recessionary period; protection persists in agriculture and declining sectors and has spread to newer high-tech areas.

However, the institutional aspects of how this infrastructure was to be built, and later how it would be operated and maintained, did not receive much attention. Only recently has poverty alleviation through employment creation become an explicit objective of rural infrastructure investments. This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.

Understanding the variety of social and cultural institutions has - ways been crucial in analysing development processes in Africa, Asia, the Middle East and Latin America. Less attention has been given to institutions in studies of the economic performance of Western countries. This may be because economic policies in the West were mostly oriented to the short and medium terms rather than to the long-term perspective. In the short run ins- tutions are given, in the long run they lend themselves for change. From the outset, economic institutions (e.g. markets, enterprises) and their underlying values (e.g. efficiency, economicfreedom) received much - tention. Similar attention was given to political institutions (the state, government, the law) and values (democracy, accountability, human rights). Thought also turned to social institutions (entrepreneurship, the middle class, the family household, land-tenure systems) and social values (tradition, gender and age relations, justice). Studies soon followed of cultural insti- tions (religion, ethnicity) and values (material consumerism or the bond between man and nature). Without the insight gained by studying insti- tions, economics would have become a dull discipline.
