Book excerpt: In response to a congressional request, GAO reviewed the International Military Education and Training (IMET) Program to determine whether the Departments of State and Defense: (1) complied with program policies and procedures; and (2) met the U.S. foreign policy objective of exposing IMET trainees to U.S. values, including human rights. GAO found that IMET program management lacked: (1) procedures for reviewing new training requirements added after programs were approved at training workshops; (2) a system for evaluating the program's success; (3) guidelines for monitoring the use of IMET graduates; and (4) the ability to ensure that IMET funds were efficiently and effectively used. GAO also found that U.S. and foreign military officials agreed that the IMET program was valuable because it: (1) enhanced the military-to-military relationship needed to address U.S. foreign policy objectives; (2) provided reciprocal training to U.S. personnel and promoted democratization; (3) provided weapon system sales opportunities for U.S. industry; (4) improved the overall professionalism of the recipient nation's military; and (5) enhanced understanding of U.S. military doctrine and technology.

Book excerpt: The publication of the August, 1991 version of the National-Security Strategy of the United States marked a watershed in the evolution of American defense planning by migrating from a forty year policy of containment to one emphasizing regional interests and threats. As DOD considers competing programs to support this regionally-based strategy, the International Military Education and Training Program (IMETP), which provides professional military education and technical training to foreign military personnel, is offered as a possible solution if the program is strengthened and expanded. This study places the IMETP into proper context with the other, larger components of the U.S. security assistance program, examines the dynamics that are currently affecting the program and proposes possible solutions to allow it to make a greater contribution. The study is based on primary source materials as well as interviews with current and retired security assistance officials and key Congressional staff personnel.

The result: DSCA did not properly manage the IMET program to ensure that training was consistently funded, recorded, and reported. DSCA internal controls were not adequate. Book excerpt: This report summarizes the research conducted in a project entitled "The Effectiveness of U.S. Military Training Activities in Promoting Internal Defense and Development in the Third World." This report assesses the effectiveness, utility, and advisability of U.S. training of foreign militaries in internal defense and development (IDAD) skills. Among the project's conclusions are the following: training in IDAD skills has only a marginal effect on a foreign military's behavior; with the end of the Cold War, the United States can nonetheless show more discretion in determining which countries will receive IDAD training; such discretion will be particularly important given the overall decrease in U.S. foreign military training and the need to maximize the effects of such training worldwide; training in foreign internal defense (FID) or IDAD skills should be complemented by education in the theories underlying democratic development such as is being provided through the expanded IMET (IMET-E) program.

The return on investment of the IMET program has been documented and recognized as significant. This low cost program has trained and educated many foreign military and civilian students. Their exposure to American culture and values has been viewed as an investment, not only in friendship, but in the student's ability to influence their country's policies and promote U.S. ideals and interests. With the collapse of the Soviet Union, it is imperative that the IMET program be expanded. For the U.S. to succeed in promoting long term stability, encouraging military cooperation in coalition operations, and fostering the growth of democracy and human rights worldwide, we must immediately improve on this already excellent program.
