Book excerpt: It is the main purpose of the book to give a logically consistent foundation of migration decision making under incomplete information in a unified framework. Decision rules for migration are derived from a general model of Stochastic Dynamic Programming and the properties of temporary migration equilibria are discussed as well. Finally, some hints are given for esti- mating the theoretical models which are elaborated in the book. Many results concerning the properties of optimal migration policies and of temporary migration equilibria are new. For example, it is demonstrated that less information about a country might it make more attractive for immigration, and conditions are analyzed that imply the existence of a significant stream of migrants even between identical countries in a temporary equilibrium state. The book is written for the mathematically oriented reader in economics, operations research or econometrics who is interested in application of Stochastic Dynamic Programming to an important field of research in population economics.

Zimmermann Migration has become a topic of substantial interest in Europe in recent years. Part of this interest is driven by the important political changes in East Europe and the potential threat of large East-West migration waves. However, due to the large differences in economic development a substantial migration pressure is also expected from the South of Europe as of other parts of the world. The global migration potential towards the higher developed areas has reached about 80 to 100 million people. Thereof, about 60 million would like to move permanently, 20 million temporarily and about 15 million are refugees and asylum seekers and approximately 30 million are iIIegals. The book consists of eight papers which are allocated to five parts: Theoretical Models (Part I), Performance of Migrants (Part 11), Migration Within Developing Countries (Part IV) and Immigration Policy (Part V)' Each paper begins with a brief summary of its content. Part I, Theoretical Models, contains first "A Microeconomic Zlmm.r-mann VI Model of Migration" by Siegfried Berninghaus and Hans-GUnther Seifert-Vogt. They study migration decision making under incomplete information and apply it to empirically relevant phenomena. Book excerpt: We consider a model of international migration where skills of workers are imperfectly observed by firms in the host country and where information asymmetries are more severe for immigrants than for natives. There are two stages. In the first one, workers in the South decide whether to move and pay the migration costs. These costs are assumed to be sunk. In the second stage, firms offer wages to the immigrant and native workers who are in the country. Because of imperfect information, firms statistically discriminate high-skilled migrants by paying them at their expected productivity. The decision of whether to migrate or not depends on the proportion of high-skilled workers among the migrants. The migration game exhibits strategic complementarities, which, because of standard coordination problems, lead to multiple equilibria. We characterize them and examine how international migration affects the income of individuals in sending and receiving countries, and of migrants themselves. We also analyze under which conditions there is positive or negative self-selection of migrants.

Second, it affects the destination country through the impact on labor markets, productivity, innovation, demographic structure, fiscal balance, and criminality. Third, it can have a significant impact on the countries of origin. It may lead to loss of human capital, but it also creates a flow of remittances and increases international connections in the form of trade, FDI, and technological transfers. This paper surveys our understanding of how migration affects growth and inequality through the impact on migrants themselves as well as on the destination and origin countries.
