This book explores the social conditions and concerns around health, labour, migration, and gender that were thrown up as a result of this forced migration. The book examines the failings of the public health systems and the state response to address the humanitarian crisis which unfolded in the middle of the pandemic. It highlights how the pandemic-lockdown disproportionately affected marginalised social groups – Dalits and the Adivasi communities, women and Muslim workers. The book reflects on the socio-economic vulnerabilities of migrant workers, their rights to dignity, questions around citizenship, and the need for robust systems of democratic and constitutional accountability. The chapters also critically look at the gendered vulnerabilities of women and non-cis persons in both public and private spaces, the exacerbation of social stratification and prejudices, incidents of intimidation by the administration and the police forces, and proposed labour reforms which might create greater insecurities for migrant workers. However, this immigration is seen as being overwhelmingly male. Female migrants are depicted either as family migrants following in the path chosen by men, or as victims of desperation, forced into the migrant path due to economic exigencies. This book investigates the work trajectories and related assimilation experiences of independent Indian women who have chosen their own migratory pathways in the United States. The links between individual experiences and the macro trends of women, work, immigration and feminism are explored. The authors use historical records, previously unpublished gender disaggregate immigration data, and interviews with Indian women who have migrated to the US in every decade since the 1960s to demonstrate that independent migration among Indian women has a long and substantial history. Their status as skilled independent migrants can represent a relatively privileged and empowered choice. However, their working lives intersect with the gender constraints of labor markets in both India and the US. Vijaya and Biswas argue that their experiences of being relatively empowered, yet pushing against gender constraints in two different environments, can provide a unique perspective to the immigrant assimilation narrative and comparative gender dynamics in the global political economy. Casting light on a hidden, but steady, stream within the large group of skilled immigrants to the United States from India, this book will be of interest to researchers in the fields of political economy, anthropology, and sociology, including migration, race, class, ethnic and gender studies, as well as Asian studies.

Much has been written on the abuses of migrant workers throughout the migration cycle, but less is known about labour demand, its relationship to skills and the impact of the recruitment process on these aspects. Lack of information regarding qualifications, skills, wages and how demand will evolve inhibits informed decision-making by public and private institutions as well as by migrant workers. This results in lost opportunities or mistakes with training investment in both source and recipient countries. Additionally, there is no system of mutual recognition of educational attainment and acquired skills based on comparable standards for low-skilled or semi-skilled occupations. This report addresses some of these issues, with a special focus on the role of skills in India, including skills training, certification, skills matching and recruitment practices. The report is a complement to Labour Market Trends Analysis and Labour Migration from South Asia to Gulf Cooperation Council Countries, Malaysia and India published in June 2015 by the GIZ and the ILO.

Whilst it is generally agreed that migration makes a substantial contribution to economic growth, fills gaps in the labour market, and increases investment, innovation and entrepreneurship, and enriches cultural diversity, it needs to be managed. The Government proposes a five-tier framework, to help people understand how the system works and to direct applicants to the category that is most appropriate for them. The tiers are: (1) highly skilled individuals to contribute to growth and productivity; (2) skilled workers with a job offer to fill gaps in the UK labour force; (3) limited numbers of low skilled workers needed to fill specific temporary labour shortages; (4) students; (5) youth mobility and temporary workers, people allowed to work in the UK for a limited period of time to satisfy primarily non-economic objectives. For each tier applicants will need sufficient points to obtain entry clearance or leave to remain in the UK. Points will be awarded according to objective and transparent criteria, giving a structured decision-making process. Applicants in tiers 2 to 5 will need a certificate of sponsorship. The Government aims for a system that better identifies and attracts migrants who have most to offer the UK; is more efficient, transparent and objective; and that improves compliance and reduces the scope for abuse.
