The purpose of this study is to describe the process of international knowledge transfer through development projects by studying a Finnish funded Community Health Education Program in Egypt.To provide full understanding of the topic following sub-objectives are needed to be analyzed: what type of knowledge is transferred through development projects, how the knowledge is transferred and how knowledge recipients adopt and learn new knowledge and what is the influence of the culture in knowledge transfer process.However, as in every development project, it is worth remembering that every country is its own unit and some best practices that have worked well in Egypt may not work in the same way when transferred to other developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: With the rise of the ‘knowledge for development’ paradigm, expert advice has become a prime instrument of foreign aid. At the same time, it has been object of repeated criticism: the chronic failure of ‘technical assistance’ – a notion under which advice is commonly subsumed – has been documented in a host of studies. Nonetheless, international organisations continue to send advisors, promising to increase the ‘effectiveness’ of expert support if their technocratic recommendations are taken up. This book reveals fundamental problems of expert advice in the context of aid that concern issues of power and legitimacy rather than merely flaws of implementation. Based on empirical evidence from South Africa and Tanzania, the authors show that aid-related advisory processes are inevitably obstructed by colliding interests, political pressures and hierarchical relations that impede knowledge transfer and mutual learning. As a result, recipient governments find themselves caught in a perpetual cycle of dependency, continuously advised by experts who convey the shifting paradigms and agendas of their respective donor governments. For young democracies, the persistent presence of external actors is hazardous: ultimately, it poses a threat to the legitimacy of their governments if their policy-making becomes more responsive to foreign demands than to the preferences and needs of their citizens.

This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Knowledge capture and sharing are two important components of knowledge management. Knowledge management has many definitions and some of these are listed in the appendix. Knowledge capture is one of the elements of knowledge management where the knowledge from the organization or from outside the organization is encapsulated in processes, tools or within the organizational resources to make it available to the rest of the organization. The knowledge sharing can happen when knowledge is captured successfully. Knowledge sharing is used to make sure that encapsulated knowledge is made available, shared, circulated or dispersed to be available at the right time to the right people. However, the attention deserved by knowledge capture and sharing in the development organizations is quite less. There are multiple reasons for this phenomenon. The one of the prominent reason is that ‘knowledge’ is not visible. Its intangible, it cannot be directly observed therefore, many organizations do not accept the importance of knowledge easily. The research subject has originated from the fact that knowledge capture and sharing has strong theoretical presence however, practical implications of it and swiftness in organizational decisions making regarding knowledge management lack noticeably. Project management is more adapted science. Whereas, knowledge management is more spoken, written than practiced. Therefore, in the author’s view it will be useful to find a relationship of knowledge management with established discipline such as project management. Project management is undoubtedly backed by the literature and most importantly accomplished in the actual project implementations all over the world. However, both the sciences are vast, and one thesis will not justify the inter-relation between the two streams. Therefore, to have a definite focus to study this research is trying to find if there is any impact of knowledge capture and sharing on project planning (at Practical action, Kenya). Practical action executes development projects. These are more complex and unpredictable at times as the actual executors of the projects are changing. For example, a project of ‘water irrigation’ will be consulted by the Practical Action consultant although is actually executed by the local farmer.

In the field of international development cooperation, training programs (TPs) have been widely employed to enhance the capacity of workforces in developing countries. This paper investigates the conditions in which these programs can contribute not only to individual human resource development but also to organization-level reform and innovation in developing countries. The methods were regression analyses of training monitoring records as well as follow-up e-mail interviews with former participants of information and communication technology TPs sponsored by the Japanese International Cooperation Agency. The research reveals that bilateral communication between training participants and the home organizations during the training plays a key role in increasing the probability of successful organization-level transfer of individual-level learning, irrespective of the original level of organization's absorptive capacity. The researchers examine the differences in transfer factors between the development aid context in their research and the paradigm case of the business organization found in much of the transfer literature.
