Also, it illuminates the reasons of making investments in Georgia, main tendencies of FDI to Georgia. This study highlights the following reasons why Georgia remains the attractive country for foreign investors: adequate institutional reforms and free market oriented economic policy, attractive macroeconomic environment, competitive trade regulations, liberal tax code, aggressive privatization policy, modernized business licensing system, adequate technical regulation system, strategic geographic location, competitive and dynamic banking sector, a country of ancient culture and traditions, milestones in Georgia's transformation to a market economy, diverse investments sectors.

Fiscal overperformance and efforts to address structural weaknesses have helped boost confidence. The economic recovery is gaining momentum, inflation is projected to decline starting in early 2018, and the external position has strengthened. The IMF staff supports the authorities’ request for completion of the First Review under the EFF and the modification of three quantitative PCs.

Book excerpt: This paper discusses Georgia’s Sixth Review Under the Extended Arrangement and Requests for a Waiver of Nonobservance of Performance Criterion, Modification of Performance Criteria, and Augmentation of Access. The coronavirus disease 2019 (COVID-19) pandemic has hit the Georgian economy hard. A drop in external demand and tourism has widened the current account deficit, led to a depreciation of the exchange rate, and a substantial decline in economic activity. The authorities have acted rapidly by introducing sweeping containment measures and targeted support to households and to most affected sectors. The National Bank of Georgia has appropriately maintained a moderately tight monetary policy stance, while allowing exchange rate to remain flexible. Monetary policy decisions should be based on close monitoring of inflationary expectations. Advancing structural reforms would help sustain medium-term growth potential and achieve a faster recovery after the pandemic. Adopting the indexation rule for public pension would contribute to sustain the income of pensioners. Completing the banking resolution framework and implementing the insolvency framework would help support the recovery. The augmentation of access under the Extended Fund Facility arrangement should support the authorities’ policies to address the COVID-19 shock and help meet the urgent balance-of payments need.

The main objectives of the mission were to assess the Geostat’s progress in the area of ESS and provide further recommendations on improving the data collection and compilation for producing the financial account components, including direct investment statistics, in an integrated format. With the mission’s assistance and based on the analysis’ results, a method has been agreed for filling the gaps in coverage of imported cars and for addressing the limitations in valuation of re-exported cars. The mission stressed the need for improving the coverage of transactions related to gambling that have shown a growing trend in recent years, with increasing nonresidents’ activities. With the increasing workload due to the compilation and dissemination of new products or to enhancing the coverage and quality of existing products, and bearing in mind the staff turnover, there is need to consider allocating additional staff to the External Trade and Foreign Investments Statistics Department. In order to support progress, the mission recommended a detailed one-year action plan, with priority recommendations carrying weight to make headway in improving Georgia’s ESS.

It was observed that FA are being produced by the Monetary and Statistics Division for internal use only, because for public dissemination the NBG wants first to develop automatic procedures for the estimation of revaluations and OCVA in its database. It is expected that by May 2018 business intelligence software will be fully operational for this purpose.

Book excerpt: Macro statistics on foreign direct investment (FDI) are blurred by offshore centers with enormous inward and outward investment positions. This paper uses several new data sources, both macro and micro, to estimate the global FDI network while disentangling real investment and phantom investment and allocating real investment to ultimate investor economies. We find that phantom investment into corporate shells with no substance and no real links to the local economy may account for almost 40 percent of global FDI. Ignoring phantom investment and allocating real investment to ultimate investors increases the explanatory power of standard gravity variables by around 25 percent.
