Against this backdrop, Ideology and International Institutions offers a broader understanding of international institutions by arguing that the politics of multilateralism has always been based on ideology and ideological divisions. Erik Voeten develops new theories and measures to make sense of past and current challenges to multilateral institutions. Voeten presents a straightforward theoretical framework that analyzes multilateral institutions as attempts by states to shift the policies of others toward their preferred ideological positions. He then measures how states have positioned themselves in global ideological conflicts during the past seventy-five years. Empirical chapters illustrate how ideological struggles shape the design of international institutions, membership in international institutions, and the critical role of multilateral institutions in militarized conflicts. Voeten also examines populism’s rise and other ideological threats to the liberal international order. Book excerpt: The concept of global governance, which first emerged in the social s- ences, has triggered different responses in the discipline of law. This volume contains our proposal. It approaches global governance from a public law perspective which is centered around the concept of inter- tional public authority and relies on international institutional law for the legal conceptualization of global governance phenomena. This proposal results from a larger project which started in 2007. The project is a collaborative effort of the directors of the Max Planck Ins- tute for Comparative Public Law and International Law, research f- lows and friends of the Institute, as well as eminent members of the Law Faculty of the University of Heidelberg. In this 2004 book, Barbara Koremenos, Charles Lipson, and Duncan Snidal argue that this is so because international actors are goal-seeking agents who make specific institutional design choices to solve the particular cooperation problems they face in different issue-areas. Using a Rational Design approach, they explore five features of institutions - membership, scope, centralization, control, and flexibility - and explain their variation in terms of four independent variables that characterize different cooperation problems: distribution, number of actors, enforcement, and uncertainty. The contributors to the volume then evaluate a set of conjectures in specific issue areas ranging from security organizations to trade structures to rules of war to international aviation. Alexander Wendt appraises the entire Rational Design model of evaluating international organizations and the authors respond in a conclusion that sets forth both the advantages and disadvantages of such an approach.

Book excerpt: Though the fall of the Soviet Union opened the way for states in central and eastern Europe to join the world of market-oriented Western democracies, the expected transitions have not been as easy, common, or smooth as sometimes perceived. Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country. Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems. Using Hungary, Poland, Romania, and the Ukraine as case studies, she demonstrates the limits of conditionality in the face of national social perceptions and elucidates the three key points around which a consensus within the state must emerge before international institutions can expect liberalization: domestic officials must be uncertain about how changing policies will affect their interests; the status of international and domestic institutions must not be in jeopardy; and the proposed polices must seem credible. In making her case, Epstein cleverly bridges the gap between the rationalist and constructivist schools of thought. Offering new data on and fresh interpretations of reforming central bank policies, privatizing banks with foreign capital, democratizing civil-military relations, and denationalizing defense policy, In Pursuit of Liberalism extends well beyond the scope of previous book-length studies.

Brian C. Rathbun questions rational institutionalist arguments, demonstrating that trust precedes rather than follows the creation of international organizations. Drawing on social psychology, he shows that individuals placed in the same structural circumstances show markedly different propensities to cooperate based on their beliefs about the trustworthiness of others. Linking this finding to political psychology, Rathbun explains why liberals generally pursue a more multilateral foreign policy than conservatives, evident in the Democratic Party's greater support for a genuinely multilateral League of Nations, United Nations and North Atlantic Treaty Organization. Rathbun argues that the post-World War Two bipartisan consensus on multilateralism is a myth, and differences between the parties are growing continually starker.

A list of these properties usually includes territorial limits, centralisation, monopolisation of violence and exclusive loyalties. International Institutions in World History shows how the state is an inherently modern phenomenon, a modern social institution, and that foundational concepts in IR should be based on a full appreciation of the wider record of human existence on earth, trans-historically and cross-culturally. Schouenborg argues that these social institutions may be captured via a universal functional typology consisting of four categories: legitimacy and membership; regulating conflicts; trade; and governance. The book will be of interest to scholars and students within IR (particularly IR theory), anthropology, archaeology and sociology, and those interested in general social theory.
