Download or read book International Food Assistance Key Issues for Congressional Oversight written by Jacquelyn L. Williams-Bridgers and published by DIANE Publishing. This book was released on 2010-11 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: The number of individuals experiencing hunger has grown to more than 1 billion worldwide in 2009, due to the global economic crisis. International food assistance includes both emergency food aid and long-term food security programs. Due to rising food prices, increasing conflicts, poverty, and natural disasters, in 2007, a record 47 countries -- 27 in Africa -- faced food crises requiring emergency assistance. To address these emergencies, countries provide food aid as part of a humanitarian response to address acute hunger through either in-kind donations of food or cash donations. This report: updates U.S. agencies' responses to previous international food assistance recommendations; and identifies potential oversight questions for Congress. Illustrations.

Book excerpt: In passing the Food for Peace Act in 2008, Congress authorized up to $22 million annually for fiscal years 2009 to 2012 to the U.S. Agency for International Development (USAID) to improve, monitor, and evaluate the effectiveness and efficiency of nonemergency food aid programs. Book excerpt: For almost six decades, the United States has played a leading role in global efforts to alleviate hunger and malnutrition and to enhance world food security through international food aid assistance--primarily through either the donation or sale on concessional terms of U.S. agricultural commodities. Objectives of U.S. foreign food aid include providing emergency and humanitarian assistance in response to natural or manmade disasters and promoting agricultural development and food security. This book includes a description of U.S. international food aid programs under current law; several important policy issues related to U.S. international food aid; and describes Administration and congressional proposals intended to change the nature of U.S. food international aid. This book also reviews the U.S. Agency for International Development's (USAID) processes for awarding and modifying cash-based food assistance projects and assesses the extent to which USAID and its implementing partners have implemented financial controls to help ensure appropriate oversight of such projects.

This book was released on 2017-09-16 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States is the largest provider of food aid in the world, accounting for over half of all global food aid supplies intended to alleviate hunger. Since the 2002 reauthorization of the Farm Bill, Congress has appropriated an average of $2 billion per year for U.S. food aid programs, which delivered an average of 4 million metric tons of agricultural commodities per year. Despite growing demand for food aid, rising business and transportation costs have contributed to a 43-percent decline in average tonnages delivered over the last 5 years. For the largest U.S. food aid program, these costs represent approximately 65 percent of total food aid expenditures, highlighting the need to maximize the efficiency and effectiveness of food aid. To inform Congress as it reauthorizes the 2007 Farm Bill, GAO examined some key challenges to the (1) efficiency of delivery and (2) effective monitoring of U.S. food aid.

Book Tied Aid and Development Aid Procurement in the Framework of EU and WTO Law

Download or read book Tied Aid and Development Aid Procurement in the Framework of EU and WTO Law written by Annamaria La Chimia and published by A&C Black. This book was released on 2014-07-18 with total page 559 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the first legal treatment of tied aid and examines in detail the compatibility of tied aid with EU and WTO law. The workings of the aid projects and aid procurement systems of donor countries granting bilateral aid are fully examined through case studies from the UK, Italy, the EU and the US. Tied aid refers to aid granted to developing countries on condition that goods and services for the aid-financed projects are purchased from the donor country only. The recipient country, in order to receive the grant or the loan, has no other choice but to fulfil the condition imposed by the donor. Economists have shown that tying aid undermines the effectiveness of aid. It leads to higher costs paid for the goods and services purchased and the distortion of the nature of the aid. Further, tying frustrates the potential of aid to foster trade between developing countries - in many of these countries public bodies and, in particular, aid-financed projects are major potential outlets for trade between neighbouring states. The importance of tied aid has been pointed out in economic literature but there is surprisingly little written on the legal aspects of tied aid practices and this book seeks to fill this major gap in the literature. The book is of interest to academics in the field of EU and WTO law, NGOs and practitioners working both in the field of public procurement and development policies.
