Book excerpt: The end of the Cold War and the associated dramatic changes in the geopolitical environment have led many observers to conclude that much of our past thinking about U.S. national security interests and policies is now outmoded and that a fundamental rethinking of these interests and policies is required. In particular, the notion is becoming widespread that economic factors and concerns will play a more prominent role in defining and pursuing U.S. national security objectives. The authors' aim in convening the conference was to advance understanding of the emerging 'economic dimensions' of U.S. national security policymaking. The aim of this report is the same. It is meant as a contribution to the task of defining a useful frame of reference for what will undoubtedly be a continuing discussion of the relation between economics and national security. Although it is not intended as a summary of conference proceedings, this report draws heavily on the ideas and hypotheses put forward during the conference. In accordance with the ground rules established at the conference, the authors have not attributed any of the ideas noted in this report to particular conference participants. They have tried to retain the exploratory and speculative tone of the conference discussions.

Analysts and practitioners have clearly recognized this interrelationship since the mercantilist arguments of the 16th and 17th centuries. Despite wishful economic liberal thinking that might prefer to separate the political from the economic, it is widely recognized that trade and security are fundamentally interconnected in the foreign policy of states. Over time, as new forms of trade policy have come into being and the international security environment has evolved, the nexus of these two spheres has grown more complex and scholars have struggled to understand their interconnection This edited volume addresses linkages between trade and security by examining the influence of security factors in driving trade policy measures and the corresponding implications of different types of trade arrangements for international security. Ultimately, the project shows that several elements—traditional economic factors, traditional security factors, and human security factors—can affect the development of trade agreements and unilateral policies, and that trade policies may have both a direct and an indirect effect on traditional and human security. The project focuses on Asia, a region where economics is increasingly important but many security issues still linger unresolved, as a primary setting to test trade linkage theories. It also provides a comparative perspective through examination of how the EU and US have used their trade policies to achieve non-economic goals and how these policies have influenced their security environment. Case studies in this project cover key trade institutions and agreements including the World Trade Organization, the Association of Southeast Asian Nations, ASEAN Plus Three, the East Asia Summit, the Asia-Pacific Economic Cooperation forum, the Shanghai Cooperation Organization, and bilateral preferential trade agreements.

This research project includes analysis of the existing definitions of the term 'social and economic security', based on which the author's view is substantiated, with the reader's attention drawn to the fact that the state economy is subject not only to internal changes and their effects but to influence of other states and global economy in its entirety as well, in connection therewith the national and, in particular, social and economic security has come into sharp focus. The research project is based on a hypothesis that quality and practical performance in assurance of social and economic security of the country largely depend on content and level of investigation of the security issue, in compliance with which it is carried out - from theory. The work performed has led to the conclusion that social and economic security of person is under threat if: an individual is deprived of access to production resources (land, capital, labour force, technology); if property owned by an individual, his rights and guarantees are taken away; if, in case of labour capacity loss, an individual is unable to use the rights granted to him. However the object of social and economic security is not just a person but the state as well, the society as a whole, its various spheres, economy in its entirety, its different sectors and elements, social sphere. This article is dedicated to analysis of such aspects.
