Drawing on a range of primary sources, the author engages with theoretical debates involving key actors operating in their own time and space. Using a comparative framework, the book illustrates common and divergent patterns of political and ideological contestations and focuses on the relevance of debates about race and class, state and power, ethnicity and nationalism. The PLO leadership has sought to prevent the rise of any alternative in the West Bank and Gaza Strip that can challenge its authority to represent Palestinian aspirations for self-determination. Drawing on Palestinian sources and interviews with Palestinian political leaders, Jamal argues that the Fatah leadership has attempted to mobilize new social forces—local secular-nationalist and Islamist movements—while undermining their ability to develop independent power structures. This policy has served to radicalize the younger local elites, contributing to the tensions that precipitated the first and second intifadas. Israel's policies have undermined the legitimacy of the national elite, while enhancing the Islamist opposition's ideological legitimacy. In this way, internal elite disunity and growing political differentiation have worked against development of a common Palestinian strategy of state-building.

In the years following the 1967 war, these two countries' fates were delicately intertwined because of many factors like mutual reliance on natural resources (especially water) and parallel interests in the subordination of the Palestinian national movement. These conditions of commonality led to extensive ties between the two countries and approximated a state of de facto peace that— ironically—made an official peace treaty almost impossible to sign. A formal peace treaty would have required not only Israel's withdrawal from the West bank but also Jordan's acknowledgement of the clandestine contacts between the two formal enemies. Yehuda Lukacs gives us an account of how this relationship changed in 1988 when Jordan disengaged from the West Bank. This event, combined with the Palestinian uprising and the Gulf War, paved the way for Israel and Jordan in 1994 to sign the Israeli-Jordanian peace treaty. By systemically examining the impact of functional cooperation between two official enemies, Lukacs makes an important contribution to Middle East studies and international conflict resolution.
