In the last 10-20 years, scientists have discovered that as a species, we are biologically hard-wired, soft-wired, and pre-wired to be other-regarding and cooperative. Humans are an ultrasocial species, and yet this predisposition is completely ignored in governments across the world. Political leaders, experts, and the media have cultivated a myopic vision of global conflict, feeding an obsession on crises of the moment, rather than recognizing frequent and significant breakthroughs in peaceful cooperation and overall trends in the decline of violence. This book shows how time and time again our ultrasocial predisposition has pushed us towards big ideas that inspire and bring us together around the power of possibility. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

The geo-political fabric of the region could have changed forever if nothing was done to oppose the invasion. Leading the charge was tiny Singapore, with her diplomats spearheading the thrust. Singapore could not do it alone, but had to have the support of like-minded nations from the region and beyond. Many sceptics, both within and outside Singapore, were convinced that Singapore's efforts would fail, as a tiny state could not possibly exert on the regional and global stage the kind of influence needed for the task. The Cambodia issue changed all that. Singapore and her diplomats, by their conviction and doggedness, took the lead in galvanizing international and regional support to thwart the occupation of Cambodia as a fait accompli by Vietnam. This paper tells the inside story of how Singapore's diplomats lobbied for ASEAN's interests in various international fora at a critical time in the region's history. The lessons learnt are still relevant today.

While mediation, intervention, and peacekeeping have produced some positive results in helping to end civil wars, they fall short in preventing them in the first place. In Incentivizing Peace, Jaroslav Tir and Johannes Karreth show that considering civil wars from a developmental perspective presents opportunities to prevent the escalation of nascent armed conflicts into full-scale civil wars. The authors demonstrate that highly-structured intergovernmental organizations (IGOs such as the World Bank, IMF, or regional development banks) are particularly well-positioned to engage in civil war prevention. When such IGOs have been actively engaged in nations on the edge, their potent economic tools have helped to steer rebel-government interactions away from escalation and toward peaceful settlement. Incentivizing Peace provides enlightening case evidence that IGO participation is a key to better predicting, and thus preventing, the outbreak of civil war.
