I am very pleased to appear today in support of the International Convention on the Elimination of All Forms of Racial Discrimination. I have a formal statement, which I believe has been distributed. It is particularly appropriate, in our view, that this committee should take up this Convention, since it draws so heavily on the principles and protections developed in this country through many years of struggle in Congress and in the courts.
