Besides enabling the evaluation of a wide range of aspects of civic and citizenship education, including those related to recent developments in a number of countries, the inclusion of test and questionnaire material from the first cycle of the study in 2009 allows the results from ICCS 2016 to be used to examine changes in civic knowledge, attitudes and engagement over seven years.

Book excerpt: This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship. The results presented in this report come mainly from data collected via a regional Latin American student questionnaire. The findings provide insights into Latin American lower-secondary students’ thoughts on government practices (e.g., corruption and authoritarian government), their attitudes toward peaceful coexistence (e.g., use of violence, disobedience to the law, empathy), and their perceptions of diversity in society (e.g., tolerance of and discrimination against minorities and homosexuals). Four of the five participating Latin American countries also participated in the previous cycle of this study (ICCS 2009), making it possible to explore changes in young people’s civic-related perceptions and attitudes between 2009 and 2016. Data from the international part of the study (test and questionnaire) were used to review the extent to which region-specific perceptions relate to other factors such as students’ level of civic knowledge and students’ socioeconomic and educational contexts.

An international group of scholars critically address the state of civic and citizenship education in the four Nordic countries that participated in the IEA International Civic and Citizenship Education Study (ICCS) in 2009 and 2016. The findings are of particular relevance to educators at all levels, from school education through to teacher education. Nordic countries have long traditions of democracy and their students have performed relatively well in the ICCS assessments. Nonetheless, citizenship education continues to evolve and has received increasing attention in recent educational reforms, indicating policymakers understanding that schools play an important role in establishing democratic values among future citizens. Data from ICCS can be used to analyze, discuss, and reflect on the status of civic and citizenship education and can contribute to the discourse on the potential role of education in contributing to sustainable democracies for a common future. However, teaching citizenship and learning democracy are two different things. While young people can be taught about democracy in school, it is vital that schools work together with the wider community in which youth operate to strengthen civic understanding and values for all young people regardless of their social and economic background.

Not only is the new activism qualitatively different in character from what it was in 2000; its intensity and frequency have dramatically increased. Activists are developing a new type of civic movement, applying innovative forms of direct action against governments and often operating without leaders or even any well-defined set of aims. In Civic Activism Unleashed, Carnegie scholar Richard Youngs examines the changing shape of contemporary civic activism. He shows how the emerging civic activism has important implications for the whole concept of civil society-and for the relationship between citizens, political institutions, and states. Youngs contends that the rise and spread of these new forms of direct-action civic activism, and the way the trend has driven the dramatic events in global politics in recent years, requires us to update our understanding of what civil society actually is and which types of organizations are in its vanguard.
