Book excerpt: The Project, represents the first of a series of quick disbursing loans to support the Government of Mexico's low-income housing and urban program. To this end, the project goals focus on seven key areas: a) develop a sound national policy and institutional framework for housing, and urban development; b)design and establish a unified housing subsidy policy that facilitates access of low/moderate-income families, to housing, and leverages household savings, and private credit finance; c) strengthen the housing credit, and savings systems; d) strengthen urban real property registries, and rights; d) increase the supply of urban land and its access by the poor, and improve real estate market functions; e) coordinate and support physical and social investments, to systematically upgrade poor neighborhoods; and, f) improved prevention and management of the impacts of natural disasters. Risks however, include a relatively ambitious cross-sectoral approach, risking the timing approval of the second and third loans in the program. However, this risk should be mitigated through the well-designed, integrated strategy, and a small number of key prior actions, including the intended reform policy.

Book excerpt: The Project, will support and promote the Government's program for sustainable development, primarily, to balance socioeconomic development with environmental protection, and improvement. The project will support the establishment of technical coordination mechanisms with other sectors, mainstreaming environmental issues in sectoral policy, and, by designing fiscal instruments to promote payment of municipal water fees, investments in municipal hydraulic works, and generate revenue from the use of national marine protected areas, including reinvestments related with the environmental management of these areas. Furthermore, the project will support the creation of an enabling environment to decentralize federal environmental management functions to the state level, by way of changes to key legislation; by the preparation of a staged decentralization strategy, specifying the criteria with respect to personnel, and goods; and by establishing the use of third party certification, to ensure the decentralization process. An implementation strategy will be developed to improve public access to information on environmental impact assessment, allowing the application of key legislation on the transparency of information. Risks however include vulnerability to external shocks, lack of stakeholder coordination, political constraints to future reforms, and financial resource constraints to decentralization of environmental functions. Nonetheless, risks have been taken into account in project design, emphasizing on coordination, and consensus building, and, Mexico should benefit from the recovery of the US economy, though timing remains uncertain.

However, despite his misgivings, he also suggested that it was necessary for societies to arm themselves with ""chariots of fire"" and other weapons so that they could master this process. In a somewhat more prosaic poetic vein World Bank President Robert McNamara launched the bank's shelter assistance programs saying that 'If cities do not begin to deal more constructively with poverty, poverty may begin to deal more destructively with cities.' These concerns would appear to have even more resonance today as the population of cities in developing countries increasing by unprecedented levels of more than 1 billion people per year for the next 15 years. This magnitude suggests the scale of the increase in the investment in shelter needed to meet the needs of this growing population."

Book excerpt: The objective of the loan is to complete the clean up of the banking system as a result of the 1999-2001 crisis, and to strengthen the government's capacity to manage and mitigate weaknesses in the financial system. A key aspect of the proposed program is the design of a multi pronged effort to first dispose of the financial system's residual loan assets by developing more agile and modern financial instruments and fiduciary arrangements to package, and sell loan assets. The project also aims to strengthen and diversify the participation of the housing mortgage market including improved access to finance for the micro sector, as well as strengthening non bank financial services, and securities institutions in the financial system. The securitization industry will be further developed to support bank asset sales, to provide more liquidity to the mortgage industry, and to help develop the capital markets. A reform of the entire securities legislation will be conducted as part of the program's second phase, to promote a more agile development of the local capital market. This will involve reforming corporate governance and disclosure standards as well as proper criteria for securities industry participants.

Book excerpt: Ratings for the (HUTAL) Project for Mexico were as follows: outcomes were moderately unsatisfactory, the risk to development outcome was low or negligible, the Bank performance was moderately satisfactory, and the Borrower performance was also moderately satisfactory. Some lessons learned included: the HUTAL experience suggests that technical assistance lending may actually set policy dialogue back by focusing Bank and client time on bureaucratic procedural issues and, in the case of HUTAL, by a de facto relinquishing of policy dialogue to other institutions like (IADB) which are supporting specific investment programs (HABITAT). Recently the Mexico country department has been engaging in sector policy dialogue through non-reimbursable technical assistance, grant funded Economic Sector Work (ESW), stepped-up fee-for service work, and memos-of understanding, in addition to preparation and supervision of Development Policy Loan (DPL). Time will tell how these instruments work to sustain productive policy dialogues. One tool the Bank could consider will be increased South-South or South-North exchanges to bring the Bank's global knowledge to bear in client countries. Traditionally Technical Assistance Lending (TAL) offers a means of supporting nascent and weak institutions and of preparing for investment operations. In a Middle Income Country (MIC), however, the costs of setting up and operating public institutions are covered by existing government revenue.

Book excerpt: The objective of the Project is to support a stage of the reform of Mexico's development banking sector. Specifically, this loan supports the liquidation of Banrural and the creation, in its place, of the new Rural Finance Institution (FR), as a non-banking decentralized institution that cannot mobilize deposits or issue debt and that is in charge of promoting the development of rural financial markets. The FR is funded directly through budgetary allocations; it must maintain the value of its capital endowment in real terms, report periodically to Congress, lend only to low and middle income rural producers, and move, over time, fully to second-tier lending. The proposed loan will be disbursed in three tranches. Conditions for tranche disbursements have been designed to be closely linked to building a financially viable rural finance institution (FR). A first tranche supports: (i) approval of the FR's Charter, and the budgetary appropriations for the liquidation of Banrural and the establishment of the FR; (ii) establishment of the FR's management structure, corporate governance, normative guidelines and regional organization; and (iii) adoption of strategic decisions that affect the initial operations of the FR and its financial viability. A second tranche supports: (i) adoption of a Strategic Plan including the shift to second-tier lending and the design of an integrated management information system and financial control system; (iii) adoption of new credit manuals and processes consistent with FR's financial viability. A third tranche supports confirmation that the FR complies with: (i) the objective of maintaining net income levels in real terms equal or higher than zero, for any consecutive six-month period within the preceding nine months; and (ii) its lending normative and CNBV's prudential regulations, including norms for risk classification and provisioning of loan portfolio.
