Book excerpt: Our image of Canada’s postwar foreign policy is dominated by the Cold War, while the story of Canada’s response to decolonization in the Global South is less well known. This book explores Canadian-Indonesian relations to determine whether Canada’s postwar foreign policy was guided by an overarching set of altruistic principles. It shows that Canada remained a loyal member of the Western alliance. Canada wanted developing countries to follow its own non-revolutionary model of decolonization and paid little attention to violations of human rights. Webster’s reassessment of Canada’s foreign-policy objectives in Indonesia, and of its own national image, will appeal to students of diplomatic history interested in Asia and the developing world.

It explains the shifts that have taken place in Japan's China policy in the 1990s against the background of international changes and domestic changes in both countries, and offers new insights into the way Japanese aid policy making functions, thereby providing an alternative view of Japanese policy making that might be applied to other areas. Through a series of case studies, it shows Japan’s increasing willingness to use development aid to China for strategic goals and explains a significant shift of priority project areas of Japan’s China aid in the 1990s, from industrial infrastructure to socio-environmental infrastructure. The book argues that, contrary to the widely held view that Japan's aid to China is given for reasons of commercial self-interest, the objectives are much more complex and dynamic. Using original material, Takamine shows how policy making power within the Japanese government has shifted in recent years away from officials in the Ministry of Foreign Affairs to politicians in the Liberal Democratic Party.

This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.

Book excerpt: In recent years, influential studies have shown that the activities of human rights organizations are central in convincing violating governments to improve their practices. Yet some governments continue to get away with human rights violations despite mobilizations against them. In Human Rights and State Security: Indonesia and the Philippines, Anja Jetschke considers the impact of transnational human rights advocacy on the process of human rights reform and democratization in two countries that have been successful in resisting international human rights pressure. Jetschke details the effects of campaigns waged by international and domestic NGOs, foreign governments, local opposition leaders, and international organizations. She argues that the literature on transnational advocacy overlooks the ability of governments to justify and excuse human rights violations in their public dialogue with human rights organizations. Describing efforts of international and domestic human rights advocates to protect the rights of various groups, the case studies in this book suggest that governments successfully block or evade pressures if they invoke threats to state security. Jetschke finds that state security puts into play a set of powerful international norms related to sovereignty—a state's right to territorial integrity, the secular organization of the state, or a government's lack of control over the means of organized violence. If governments frame persuasive arguments around these norms, they can effectively mobilize competing domestic and international groups and trump human rights advocacy. Human Rights and State Security shows that the content and arguments on behalf of human rights matter and provide opportunities for both governments and civil society organizations to advance their agendas.
