Book excerpt: Another Modernity is a rich study of the life and thought of Elia Benamozegh, a nineteenth-century rabbi and philosopher whose work profoundly influenced Christian-Jewish dialogue in twentieth-century Europe. Benamozegh, a Livornese rabbi of Moroccan descent, was a prolific writer and transnational thinker who corresponded widely with religious and intellectual figures in France, the Maghreb, and the Middle East. This idiosyncratic figure, who argued for the universalism of Judaism and for interreligious engagement, came to influence a spectrum of religious thinkers so varied that it includes proponents of the ecumenical Second Vatican Council, American evangelists, and right-wing Zionists in Israel. What Benamozegh proposed was unprecedented: that the Jewish tradition presented a solution to the religious crisis of modernity. According to Benamozegh, the defining features of Judaism were universalism, a capacity to foster interreligious engagement, and the political power and mythical allure of its theosophical tradition, Kabbalah—all of which made the Jewish tradition uniquely equipped to assuage the post-Enlightenment tensions between religion and reason. In this book, Clémence Boulouque presents a wide-ranging and nuanced investigation of Benamozegh's published and unpublished work and his continuing legacy, considering his impact on Christian-Jewish dialogue as well as on far-right Christians and right-wing religious Zionists.

A few years later bilingualism was restored and English was promoted in public schools, with supporters asserting that the dual languages symbolized the island’s commitment to live in harmony with the United States. While the islanders’ sense of ethnic pride was growing, economic dependency enticed them to maintain close ties to the United States. This book shows that officials in both San Juan and Washington, along with English-first groups, used the language laws as weapons in the battle over U.S.-Puerto Rican relations and the volatile debate over statehood. Although no field could survive if it did nothing but appraise its progress, occasional appraisals are important and if done well can help advance the field. This book investigates how international relations theorists can better equip themselves to determine the state of scholarly work in their field. It takes as its starting point Imre Lakatos's influential theory of scientific change, and in particular his methodology of scientific research programs (MSRP). It uses MSRP to organize its analysis of major research programs over the last several decades and uses MSRP's criteria for theoretical progress to evaluate these programs. The contributors appraise the progress of institutional theory, varieties of realist and liberal theory, operational code analysis, and other research programs in international relations. Their analyses reveal the strengths and limits of Lakatosian criteria and the need for metatheoretical metrics for evaluating scientific progress.

Book excerpt: This study seeks to examine the manner and extent to which the United States' leading higher education institutions are adapting their undergraduate international studies and area studies degree programs to the realities of the post Cold War world. The study used data provided by a 1994 survey of nearly 800 undergraduate international and area studies degree programs and recommends steps to strengthen these programs and make them more responsive to the demands of the 21st Century. The study looked at a wide range of programs including 171 international studies degree programs and 102 degree programs focused on specific geographic areas of the world. Also included were case studies of 10 progressive programs that offer innovative curricula and teaching. Analysis found trends that show modest but significant alterations to undergraduate international studies and area studies curricula, robust growth in undergraduate international and area studies degree programs, and increases in the number of courses within disciplines and specializations and in student enrollments. Recommendations that arose from the findings include 22 suggestions for international and area studies programs, 3 recommendations for the higher education community, and 5 recommendations for further study. Appendixes contain a list of survey respondents, the survey instruments, a list of participants at a related workshop, and a selected bibliography. (Contains 70 references.) (JB)

But on the question of removing those officials, the Constitution is silent—although that silence has not discouraged strenuous efforts to challenge, censure, and even impeach presidents from Andrew Jackson to Bill Clinton. As J. David Alvis, Jeremy D. Bailey, and Flagg Taylor show, the removal power has always been and continues to be a thorny issue, especially as presidential power has expanded dramatically during the past century. Linking this provocative issue to American political and constitutional development, the authors recount removal power debate from the Founding to the present day. Understanding the historical context of outbreaks in the debate, they contend, is essential to sorting out the theoretical claims from partisan maneuvering and sectional interests, enabling readers to better understand the actual constitutional questions involved. After a detailed review of the Decision of 1789, the book examines the initial assertions of executive power theory, particularly by Thomas Jefferson and Andrew Jackson, then the rise of the argument for congressional delegation, beginning with the Whigs and ending with the impeachment of Andrew Johnson. The authors chronicle the return of executive power theory in the efforts of Presidents Grant, Hayes, Garfield, and Cleveland, who all battled with Congress over removals, then describe the emergence of new institutional arrangements with the creation of independent regulatory commissions. They conclude by tracking the rise of the unitarians and the challenges that this school has posed to the modern administrative state. Although many scholars consider the matter to have been settled in 1789, the authors argue that a Supreme Court case as recent as 2010—Free Enterprise Fund v. Public Company Accounting Oversight Board—shows the extent to which questions surrounding removal power remain unresolved and demand more attention. Their work offers a more nuanced and balanced account of the debate, teasing out the logic of the different institutional perspectives on this important constitutional question as no previous book has.
