Book excerpt: In the current environment concerned world economy, environmental costs became the pervasive topic affecting local, national and global economic developments. Through using the Cause-Effect Analysis, the author found out that a consequence from the externality of environmental costs is the market failure. Considering various environmental costs need to be differently measured, the author selects a case of CO emission, which incontestably causes a kind of environmental costs. To internalize this kind of costs, CO trading is most valuable being concerned, and it has been successfully applied in some of developed countries, especially in EU. For China, the author suggests an integrated method of CO emission tax and CO trading; the Clean Development Mechanism to balance the worldwide CO credit trade; as well as the Green Manufacture to consolidate environmental costs during the production process. Those implementation approaches for internalizing the environmental cost incurred by CO emission in China are recommended in this book. The author hopes this research could be shared with scholars who are interested in environmental cost related subjects."

However, transport also causes a lot of problems, including air pollution. Such problems should be taken into account, when making decisions. A prerequisite for doing so is, that the impacts are known, quantitatively measured and allocated to the different activities in transport. Furthermore, they should be transformed into monetary units to be used as a basis for cost-benefit analyses or as an aid for setting taxes and charges, that reflect the external costs. This book describes a methodology for calculating impacts of transport activities and external costs caused by air pollution and presents numerous applications of this methodology for different transport technologies, locations and policy case studies. The approach has been developed and results have been calculated within the research project 'ExternE Core/Transport', financed to a large extent by the European Commission, Directorate General Research. We would like to thank especially Pierre Vallette and Pekka Jarviletho from the EC for their advice and support. A considerable number of experts with expertise in the different disciplines of this highly interdisciplinary work contributed to this book. The editors would like to thank the authors (see list on p. Public goods are goods that provide benefits for society as a whole or part of it, usually regardless of whether the individual people are willing to pay to have these benefits. This proposed project is not viable in profitable terms to private enterprise, so it applied a modified version of the CVM (Contingent Valuation Method) to realize this project. The purpose of the paper is to present a modified model of an internalizing external costs caused by the operation of a manufacturing unit in conjunction with the new reality created. Using the CBA (Cost-Benefit Analysis), all critical parameters problem attributed to a single base assessment, which facilitates decision making process. The basis of evaluation is to compare benefits and costs. It is used the CVM in case study and the results show that there is less sensitivity for restoration of the cultural heritage monuments in comparison with the sensitivity for restoration of the natural and urban environment in general.
