Iraq's Sunni Arab Muslims resent Shiite political domination and perceived discrimination by the government of Prime Minister Nuri al-Maliki. Iraq's Kurds are embroiled in separate political disputes with the Baghdad government over territorial, political, and economic issues, particularly their intent to separately export large volumes of oil produced in the Kurdish region. Fighting also continues across Syria, pitting government forces and their foreign allies against a range of anti-government insurgents, some of whom also are fighting amongst themselves. The ongoing conflict that began in March 2011 in Syria has created one of the most pressing humanitarian crises in the world. Three years later, as of early March 2014, an estimated 9.3 million people inside Syria, nearly half the population, have been affected by the conflict. This book discusses the political, and internal conflicts of both Iraq and Syria. It provides information on the politics, governance, and human rights in Iraq; an overview of armed conflict in Syria, as well as the United States response; and an overview of the humanitarian response in Syria as well.

This volume brings together academics, experts, and practitioners to explore this question. The book covers the history of civil wars in the region during the 20th century, and then examines the specific causes, drivers, and dynamics of the ongoing civil wars in Syria, Yemen, Libya, Afghanistan, and Iraq. Updated for a second edition, the book argues that while these are very different cases of civil war, there are patterns that are important to point out at the outset. First, while each of the conflicts appears to be a relatively recent phenomenon, each has a long historical tail. Second, each of the civil wars had deep and complex domestic drivers and dynamics over issues of governance, political identity, and resources; at the same time, all of the conflicts have had deep regional and international components. Finally, all of these civil wars have been affected by the presence or entrance of armed transnational non-state actors, which have had far greater involvement in the Middle Eastern civil wars compared to other regions. The book concludes that these conflicts will require a mixture of local, regional, and international interventions to bring them to an end, but that none of the conflicts are likely to end cleanly through either a negotiated settlement or a clear victory by one party or the other. Despite this pessimistic overall assessment, the book emphasizes that policymakers should use knowledge of civil wars in the Middle East to develop and pursue specific national, regional and global policies. These should be built around mitigating the worst effects of the conflicts and towards ultimate resolution.

Book excerpt: In most regions of the world, federalism (territorial autonomy) is used as a successful institutional means of dispersing political power and accommodating ethnic, religious, and cultural diversity. The Middle East is an exception. Aside from the anomalous case of the U.A.E and Iraq's troubled experiment with federalism, Middle Eastern regimes have largely resisted efforts to decentralize political power. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines. Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. The theoretical case for federalism is backed by empirical evidence, but to accurately evaluate the practical and logistical feasibility of its implementation in any given case requires detailed knowledge of "real world" political realities. The book's focus is on four post-conflict states - Iraq, Syria, Yemen, and Libya - though the arguments advanced within have broad regional applicability.

Due to a variety of factors, the demand for water in the Middle East is rapidly increasing, placing additional stress on already constrained water supplies. Because water has no substitutes and is an important part of economies, culture, security, and life itself, it is not surprising that many warn of impending wars over water. However, conflict over scarce water resources is not the only possible outcome. Cooperation between states to share the benefits of this increasingly precious commodity is not only another possibility; it is the more likely outcome. Wars fought over water are very unlikely to end successfully for any participant, with the costs far outweighing any benefits, while cooperation maximizes the benefits from a limited resource. While interstate war over water is unlikely, water could still cause issues internal to Middle Eastern countries. Without proper management practices and forward-looking policies, lack of water could lead to internal conflicts, which could cause significant unrest in the region.
