Book excerpt: Este libro estudia el déficit que México registra con el Noreste Asiático, originado por el tipo de comercio que realiza con base en exportar productos primarios o de baja intensidad tecnológica o de insumos para la exportación, mientras que importa del noreste asiático bienes con alto valor agregado, por lo que se analiza el gasto que hacen en el sector de innovación, el cual se mide con los productos más significativos de este rubro, para verificar si se encuentra relacionado con su crecimiento y se revisa si el alto soporte científico, industrial y de innovación que tiene cada uno de los países del noreste de Asia detrás de su PIB es suficiente para justificar la especialización de su manufactura, que es donde descansa la robustez de su economía. El siglo XXI confirma la globalización económica de finales del siglo XX, la cual aceleró e intensificó los procesos productivos, de intercambio y de los flujos del comercio internacional de bienes y servicios, así como de capitales, en este tenor, México registra un déficit comercial crónico en lo general con los países de la región transpacífica, preponderantemente con China, Corea del Sur y Japón. Desde 2015 el porcentaje del comercio de México con esta región ha sido de alrededor del 14.7% del total de su comercio, lo que evidencia su importancia. During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. These diverse cases, analyzed through an original analytical approach, capture sovereignty’s multifocal meaning.
