Book excerpt: This conference was the fifth in a continuing series of conferences and workshops on intermodalism that have been organized by the Transportation Research Board (TRB) since the passage of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The objective of the conference was to examine educational and training needs related to all aspects of intermodal transportation: technology, advanced logistics, information systems, planning, and management. Over a 3-day period, participants reviewed existing and developing transportation education programs across all disciplines and examined the roles of educational institutions, private industry, and government in setting an agenda for meeting intermodal transportation education and training needs. These proceedings contain the Chairman's summary, welcoming remarks, keynote address, case studies, status reports on current programs, and the response of a panel of distinguished transportation professionals to the conference findings.

Intermodal is defined as the efficient movement of people, goods, resources, and information using an integrated system of air, land and sea modes. This paper explores the significant intermodal career opportunities and new job descriptions for the 21st century and focuses on emerging careers. The needs and opportunities for well-trained intermodal engineers, technologists, speciaslits and managers are examined. The new career opportunities that will emerge for intermodal technologists by the year 2005 are investigated. This paper explores the significant career opportunities that will appear, in which a broad range of new technologies are successfully introduced that span all transportation areas and provide enhanced connectivity; and that new jobs will emerge as: new information systems and networks are implemented, new intermodal services are provided, greater attention is given to system management, and many traditional jobs are replaced by new ones that require advanced technical skills and business practices. Finally, this presentation describes a comprehensive and innovative approach by the National Aviation and Transportation Center (NAT Center), to prepare transportation specialists for careers in intermodal transportation through innovative education, training and applied research programs. Book excerpt: Public involvement in transportation investment decision making is central to accomplishing the vision of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The Federal Highway Administration and the Federal Transit Administration are striving at the present time to promote this objective, in the face of several problems, part of which stem from the biased education and training of engineers and planners. The predominant emphasis of the majority of planners has been, and continues to be, on technical issues, to the exclusion of communicative action and emancipatory interest, resulting in planners not being able to cope with the demands of participatory democracy. This paper introduces the basic concepts of communicative action that needs to be incorporated in the education and training of engineers and planners, to equip them to deal effectively with citizen participation. It is recommended that in the changed context in which transportation engineers and planners will have to operate, it is essential that they go beyond just technical interests and be competent to cope with the social economic, and political dimensions of planning, through an understanding of the rudiments of communicative action. A blend of all three rationalities and interests (technical, communicative, and emancipatory) will have to form part of the day-to-day vocabulary and knowledge-base of future planners in view of the importance of public participation in the transportation planning process. An appropriate graduate course on this topic is outlined. For the covering abstract of this conference see IRRD number 872978.
