Book excerpt: One of the greatest drivers for maintaining access to America's Intermodal ports and related infrastructure redevelopment efforts over the next several years will be the control and treatment of contaminated sediments dredged from the nation's waterways. More than 306 million cubic meters (m3) (400 million cubic yards [cy]) of sediments are dredged annually from US waterways, and each year close to 46 million m3 (60 million cy) of this material is disposed of in the ocean (EPA 842-F-96-003). The need to protect the environment against undesirable effects from sediment dredging and disposal practices is gaining increased attention from the public and governmental agencies. Meeting this need is a challenging task not only from the standpoint of solving formidable scientific and engineering problems, but also, and more importantly, from the need to implement complex collaborations among the many different parties concerned with the problem. Some 40 years ago, C.P. Snow pointed out the problems involved in communicating between the two cultures of the sciences and the humanities (Snow, 1993). Today, it is necessary to extend Snow's concept to a multicultural realm with groups that include governmental, industrial, environmental, academic, and the general public communicating in different languages based on widely different fundamental assumptions. The handling of contaminated sediments in the Port of New York/New Jersey (Port) exemplifies this problem. This paper describes a multicultural team that has formed as the result of a Congressional mandate for the development of procedures suitable for the decontamination of sediments in the Port under the Water Resources Development Act (WRDA) of 1992 (Section 405C) and 1996 (Section 226).

Book excerpt: The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.

This book fills that gap by establishing a governance framework for situating analysis of intermodal terminals throughout their life cycle. A version of the product life cycle theory is amended with governance theory to produce a framework covering each stage of the terminal’s life cycle, from the initial planning to the many decisions taken regarding the public/private split in funding mechanisms, ownership, selecting an operator, specifying KPIs to the operator, setting fees, earning profit, ensuring fair access to all rail service operators, and finally to reconcessioning the terminal to a new operator, managing the handover and maintaining the terminal throughout its life cycle. An institutional analysis of stakeholder relations, situated within a governance framework, illuminates these issues and enables not only conceptualisation and greater understanding of the geography of intermodal transport, but also decision-making and goal-setting by planners and policy makers. This book thus has three functions: first, as a textbook on the planning and operation of intermodal terminals; second, as a presentation of recent empirical research on intermodal terminal governance; third, as a framework for future research in which the broad field of analysis of intermodal transport can be viewed through a single lens and used to inform geographers, policymakers and planners.
