Available in PDF, EPUB and Kindle. Book excerpt: In recent years there has been considerable debate in India on the efficacy of IRDP in mitigating rural poverty. The government agencies like Planning Commission, Reserve Bank of India, National Bank for Agricultural and Rural Development have been conducting several evaluative research studies, all over India, since the inception of the programme from the Sixth Five Year Plan. Those studies have presented a rosy picture of the success of IRDP. The line of judgement adopted by these studies were mere calculation of the proportion of households which have crossed poverty line by comparing pre-IRDP and post-IRDP income figures. This methodology, however, fails to make an adjustment for inflation, changes in family size, internal payment of loan, access to common property resources, availability of potable water, health and educational facilities which significantly influence the living condition of the poor. The studies made by different research organizations, individuals, institutions differ on different points. But the common considerations underlying all these studies is the failure to a large extent of this massive anti-poverty programme. The present study is a clear deviation from the earlier studies on two points. Firstly, a new methodology of Typological approach is adopted to assess the impact. Secondly, there is an attempt to restructure the present IRDP by way of an inter-industry model of the Leontief type. The findings will prove an essential reading not only to the academics but also to the planners, policy makers and government agencies.

Book excerpt: Excerpt from Evaluating the Economic Structure of a Rural Area: Demonstration of an Input-Output Analysis The interindustry framework provides a powerful approach to area economic structural analysis. When implemented empirically, such a framework provides an analytic data system which indicates in a consistent manner the levels of the various area economic activities as well as their economic interrelationships. Data arrayed in an interindustry framework provide much of the empirical input required for application of a wide variety of analytic techniques, including input-output analysis, mathematical programming, and simulation. The Economic Research Service is developing an extended interindustry inter actions information system designed to be implemented largely with secondary data for the rapid low-cost calculation of sector interrelationships. When fully developed, the system will provide a description of economic structure which will be a useful detailed evaluation of development potentials of specific multicounty areas. A byproduct of this effort has been the construction and implementation of a simple model which illustrates many of the characteristics of the more com prehensive system. This report summarizes the results of this illustrative model as applied to a lo - county area centered around Asheville. To provide an understanding of the structure of the Asheville area economy, these results are preceded by related background information. The report describes the generally low level of area income and the distribution which results in a large proportion of low-income families. The income level and distribution problem is explained in terms of local commitments to low-wage occupations and to nationally declining industries. Using interindustry flow analysis, prospects are appraised for creating new jobs and improving the area income picture through expanding markets for local products. However, the biggest threats are recurring famines, unreliable food supplies, and the enduring stagnation and neglect of most of the region's rural communities. Farm Concern International (FCI) is a pro-poor agri-business development agency. This case study explores the transformative role of FCI in harnessing resources from governments, philanthropy, and businesses to support sustainable agriculture and rural community development in SSA. Founded in Kenya eleven years ago, this hybrid development agency has been one of the fastest growing in the region, with programs in 10 countries that serve over 2.5 million smallholder farmers and influence over $3 billion in trade annually. FCI's goal has been involvement of governments, donors, and the local communities in addressing food insecurity through improved agri-business programs. These are organized and run through local farmer cooperatives called Commercial Villages. Due to its innovative approaches and documented successes, FCI has attracted growing international recognition and support from governments and philanthropy including the Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), United States International Aid (USAID), and the Bill and Melinda Gates Foundation, among others. This case study examines how the Commercial Village Model (CVM) developed by FCI was applied to support rural smallholder farmers with the goal of community development in SSA. How can FCI overcome the challenge of making these programs commonplace and also sustainable?
