Evidence for nineteenth-century Britain shows that being fatherless, and so likely poor, had an adverse effect on children's human capital acquisition. However, policy intervention in the form of the Old Poor Law blocked the transmission of poverty and avoided permanent pauperism. Even at an early stage of development, redistribution emerges as a positive contribution to economic growth, not a luxury that poor countries can ill afford.

The research in this volume explores the hypothesis that poverty is self-reinforcing because the equilibrium behaviors of the poor perpetuate low standards of living. Contributions explore the dynamic, complex processes by which households accumulate assets and increase their productivity and earnings potential, as well as the conditions under which some individuals, groups, and economies struggle to escape poverty. Investigating the full range of phenomena that combine to generate poverty traps—gleaned from behavioral, health, and resource economics as well as the sociology, psychology, and environmental literatures—chapters in this volume also present new evidence that highlights both the insights and the limits of a poverty trap lens. The framework introduced in this volume provides a robust platform for studying well-being dynamics in developing economies.

This study critically reviews existing literature to explore why long-lasting poverty exists despite various initiatives taken by national and international development organizations (NGOs), charity organizations, and government agencies. It is evident from the literature that lack of human capital (education & skills) is one of the most important factors that facilitate the intergenerational transmission of poverty in developing countries, along with other factors interlinked with human capital. This study analyzes a particular developing country (Bangladesh) case with an assumption of generalizability to the other developing countries in the post-MDG era. We find that failure to ensure quality secondary education is a major concern in fighting the poverty transmission from one generation to another. Finally, the study proposes a two-stage model to overcome intergenerational poverty in the long run by comprehensively addressing secondary education through a Social Fund.

But what if children also affect their parents' human capital? Using exogenous variation in education, arising from a Swedish compulsory schooling reform in the 1950s and 1960s, we address this question by studying the causal effect of children's schooling on their parents' longevity. We first replicate previous findings of a positive and significant cross-sectional relationship between children's education and their parents' longevity. Our causal estimates tell a different story; children's schooling has no significant effect on parents' survival. These results hold when we examine separate causes of death and when we restrict the sample to low-income and low-educated parents.

Book excerpt: We use 1940 Census data to study the intergenerational transmission of human capital for children born in the 1920s and educated during an era of expanding but unequally distributed public school resources. Looking at the gains in educational attainment between parents and children, we document lower average mobility rates for blacks than whites, but wide variation across states and counties for both races. We show that schooling choices of white children were highly responsive to the quality of local schools, with bigger effects for the children of less-educated parents. We then narrow our focus to black families in the South, where state-wide minimum teacher salary laws created sharp differences in teacher wages between adjacent counties. These differences had large impacts on schooling attainment, suggesting an important causal role for school quality in mediating upward mobility.
