Yet we know little about their capacity to upend entrenched social, political, and economic hierarchies. Women, Power, and Property explores this question within the context of India, the world's largest democracy. Brulé employs a research design that maximizes causal inference alongside extensive field research to explain the relationship between political representation, backlash, and economic empowerment. Her findings show that women in government – gatekeepers – catalyze access to fundamental economic rights to property. Women in politics have the power to support constituent rights at critical junctures, such as marriage negotiations, when they can strike integrative solutions to intrahousehold bargaining. Yet there is a paradox: quotas are essential for enforcement of rights, but they generate backlash against women who gain rights without bargaining leverage. In this groundbreaking study, Brulé shows how well-designed quotas can operate as a crucial tool to foster equality and benefit the women they are meant to empower.

Book excerpt: Why and how Boston was transformed by landmaking. Fully one-sixth of Boston is built on made land. Although other waterfront cities also have substantial areas that are built on fill, Boston probably has more than any city in North America. In Gaining Ground historian Nancy Seasholes has given us the first complete account of when, why, and how this land was created.The story of landmaking in Boston is presented geographically; each chapter traces landmaking in a different part of the city from its first permanent settlement to the present. Seasholes introduces findings from recent archaeological investigations in Boston, and relates landmaking to the major historical developments that shaped it. At the beginning of the nineteenth century, landmaking in Boston was spurred by the rapid growth that resulted from the burgeoning China trade. The influx of Irish immigrants in the mid-nineteenth century prompted several large projects to create residential land—not for the Irish, but to keep the taxpaying Yankees from fleeing to the suburbs. Many landmaking projects were undertaken to cover tidal flats that had been polluted by raw sewage discharged directly onto them, removing the "pestilential exhalations" thought to cause illness. Land was also added for port developments, public parks, and transportation facilities, including the largest landmaking project of all, the airport. A separate chapter discusses the technology of landmaking in Boston, explaining the basic method used to make land and the changes in its various components over time. The book is copiously illustrated with maps that show the original shoreline in relation to today's streets, details from historical maps that trace the progress of landmaking, and historical drawings and photographs.

Book excerpt: Excerpt from First Quarter Centennial of Boston University: Program and Addresses Boston University was incorporated by the Legislature of Massachusetts in the year 1869, which was forty-seven years after the incorporation of Boston as a city, and two hundred and thirty-nine years after the original settlement of the town in 1630. The first to advocate its establishment was a Massachusetts senator, the Honorable Lee Claflin. His friend, Isaac Rich, a wealthy merchant and real estate owner, by making the proposed institution his heir, and heading the application for a Charter, took the decisive step that ensured the beginning of the enterprise. The Governor, whose name was officially appended to the Charter, - his Excellency William Claflin, a Doctor of Laws of Harvard University and a son of the Honorable Lee Claflin, - was an original member of the Corporation, and since 1872 he has continuously served as its President. In this latter office he succeeded the Honorable Jacob Sleeper, one of the three original incorporators, a member of a former Governor's Council, and for twelve years a state-appointed Overseer of Harvard University. In accordance with a supplementary enactment by the legislature of the Commonwealth, the Boston Theological Seminary was, in the year 1871, transferred to the University and made its first department. The following year the School of Law was opened, and a College of Music. One year later there followed the College of Liberal Arts, a School of Oratory, and the School of Medicine. The Graduate School of Arts and Sciences, then called the School of All Sciences, was also at this time planned. By 1950 it had lost a quarter of its tax base over the previous twenty-five years, and during the 1950s it would lose residents faster than any other major city in the country. Credit for the city's turnaround since that time is often given to a select group of people, all of them men, all of them white, and most of them well off. In fact, a large group of community activists, many of them women, people of color, and not very well off, were also responsible for creating the Boston so many enjoy today. This book provides a grassroots perspective on the tumultuous 1960s and 1970s, when residents of the city's neighborhoods engaged in an era of activism and protest unprecedented in Boston since the American Revolution. Using interviews with many of those activists, contemporary news accounts, and historical sources, Jim Vrabel describes the demonstrations, sit-ins, picket lines, boycotts, and contentious negotiations through which residents exerted their influence on the city that was being rebuilt around them. He includes case histories of the fights against urban renewal, highway construction, and airport expansion; for civil rights, school desegregation, and welfare reform; and over Vietnam and busing. He also profiles a diverse group of activists from all over the city, including Ruth Batson, Anna DeFronzo, Moe Gillen, Mel King, Henry Lee, and Paula Oyola. Vrabel tallies the wins and losses of these neighborhood Davids as they took on the Goliaths of the time, including Boston's mayors. He shows how much of the legacy of that activism remains in Boston today.
