Firstly, it will be pointed out how the European policy process is structured, and which institutional organs are involved. Therefore, it will be stated where and how interest groups can effectively influence these institutions and how the interaction between lobbyists and EU-officials is regulated. In a next step, it will be explained what kind of interest groups particularly interact on the EU-level and why they spend so much money on their lobbyism work. Thereby, the advantages and disadvantages of lobbyism in the European Union will be weighted. Finally, improvements for more equality and transparency in the lobbyism context will be presented. Limits for air pollution in our cities, the approval of chemicals in everyday objects such as baby bottles or the protection of data on the internet: The laws of the European Union have a large and direct impact on all citizens in the member states of the European Union. Consequently, there are a lot of stakeholders who try to influence the European legislation. Recently 948 industry associations, 645 companies and company groups, 444 lobbyist agencies and estates, 244 labor unions and 454 non-governmental organizations are in Brussels to influence the European policy making process. There are approximately 3 lobbyists per parliamentarian in the capital of the European Union. Therefore, Brussels behind Washington D.C. has the second highest lobbyists density in the world. These high numbers explain why a lot of people call lobbyists the "fifth power". However, the European legislative process is regularly judged to have a lack of transparency and to be very complex because of the many different decision-making-levels and partners involved. That’s why the word "lobbyist" often has a bad connotation and is connected with one-minded representation of industrial interests, with legislation made in back rooms or even with corruption. But contrary, lobbying contributes to the variety of opinions and within fulfills the pluralism of opinions and views in the political dialogue.

Even though this question is central to the study of politics, we know little about the factors explaining interest group influence. Understanding lobbying success should be of particular concern to scholars of European politics since the European Union constitutes a promising political opportunity structure for organized interests. This book sheds light on the impact of interest groups on European policy-making and makes a major contribution to the study of both European Union politics and interest groups more generally. Klüver develops a comprehensive theoretical model for understanding lobbying success and presents an extensive empirical analysis of interest group influence on policy-making in the EU. The book relies on a large, new, and innovative dataset that combines a wide variety of data sources including a quantitative text analysis of European Commission consultations, an online survey of interest groups, information gathered on interest group websites, and legislative data retrieved from EU databases. This book analyzes interest group influence across 56 policy issues and 2,696 interest groups and shows that lobbying is an exchange relationship in which the European institutions trade influence for information, citizen support and economic power. Importantly, this book demonstrates that it is not sufficient to solely focus on individual interest groups, but that it is crucial how interest groups come together in issue-specific lobbying coalitions. Lobbying is a collective enterprise in which information supply, citizen support, and economic power of entire lobbying coalitions are decisive for lobbying success.

And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group type as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence. The existence of lobbying insiders and lobbying outsiders has important implications for both our understanding of political decision-making and the normative appraisal of contemporary democracy.

Drawing on democratic theory and comparative analysis, the authors explore the effects of a legal framework, political as well as social contexts. The volume contributes to debates on the performance of young democracies in CEE, where scholars argue that there is a ‘democratic crisis’ and democratic fatigue while the interest group system is often labelled as weak and, in some cases, underdeveloped. Although great efforts have been made to deepen our understanding of interest organization and lobbying tools, the current literature fails to provide a comprehensive answer on the influence of unsupportive environments on population ecology. The case of CEE countries shows significant effects of political and social contexts on interest representation, stimulating a debate about the quality of democratic institutions following the collapse of communism.
