Book Interest Groups and Elections in Canada

Download or read book Interest Groups and Elections in Canada written by F. Leslie Seidle and published by Dundurn. This book was released on 1991-01-01 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: The two studies in Interest Groups and Elections in Canada explore the nature and influence of special interest groups. They consider different aspects of the question, "In the context of the Canadian Charter of Rights and Freedoms, how can the laws intended to secure a fair electoral process be reconciled with freedom of expression?" Janet Hiebert reviews the limits on interest groups adopted in 1974 and amended in 1983, profiles the groups involved int he 1988 federal election, and discusses relevant legislation and jurisprudence in the provinces and abroad. She concludes that spending limits for parties and candidates will only be effective if there are also restrictions on independent expenditures during elections by groups and individuals. Brian Tanguay and Barry Kay assess the influence attributed to locally oriented interest groups, including by members of Parliament, and conclude that these organizations have less influence on the political process than is the popular view. The authors conclude that dissatisfaction is a key variable explaining the role of these interest groups and their activities during elections.

Book Advocacy Groups

Download or read book Advocacy Groups written by Lisa Young and published by UBC Press. This book was released on 2011-11-01 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Advocacy Groups uses the Audit standards of responsiveness, inclusiveness, and participation to examine advocacy groups in Canada and assess the ways that they contribute to, or detract from, Canadian democracy. It argues that group activity represents an important form of political participation. Though some interests face greater organizational challenges than others, advocacy groups can play critical compensatory roles for interests that are often unrepresented in traditional political institutions. It also finds that while Canadian advocacy groups employ a wide range of strategies to draw attention to their concerns, those with greater financial resources generally have greater access to government decision-makers. This has been accentuated by recent trends in the reduction of government funding to advocacy groups. The book concludes with several recommendations for 'best practices' that groups can follow in their internal organization and efforts to influence public policy, as well as for actions that governments can take to engage in constructive consultation with groups.

Book excerpt: Political scientists have long been interested in how interest groups influence policy--especially the information they provide to elected officials. In the American presidential system and in European consensus-parliamentary systems, information is increasingly understood as a subsidy from groups to their allies in the legislature. However, in majoritarian parliamentary systems (i.e. "Westminster" countries), such a perspective remains underdeveloped. The central motivation of this project is to understand how interest groups use information to intervene in the Westminster policy process. As an empirical case, I focus on a prominent majoritarian parliament: Canada. I generate quantitative evidence from three original datasets. First, I use aggregated Canadian lobbying registrations spanning fifteen policy areas from 1990-2009. Second, I use a dataset of 41,619 individual-level lobbying records from the House of Commons between 2010 and 2017. Third, I use a large dataset of committee utterances by Canadian parliamentarians and witnesses between 2006 and 2018, totalling 1.09M utterances. I present three major findings. First, lobbying from "cause" groups--representing diffuse interests like climate change--strengthens government responsiveness to public opinion. Lobbying from "sectional" groups--representing industry and professional associations-- has no observable effect. Second, interest groups are more likely to communicate with government frontbenchers than with opposition or backbench members. This gap diminishes as agenda control diffuses to the opposition (i.e. during minority government). Third, interest groups--although nominally non-partisan--talk about policy issues in much the same way as partisan elected officials. Although we might expect legislative committees to help parliamentarians find common ground, the evidence suggests they often provide a venue for rival parties to learn about and develop competing issue frames.
