Schulpolitik, University of Sheffield, Sprache: Deutsch, Abstract: This dissertation presents the background and context to the process whereby very large numbers of child refugees are being taught in German schools today. It does this in order to identify and specify the various issues this movement of non-native young people into the German educational system has raised, in terms of how to integrate them into the existing system and culture. By delineating the problems and difficulties involved, it sets out the need to develop training materials that can support such refugee children and effectively promote their integration into the German school system and society and further personal development. In order to get the needed data, an online questionnaire focusing on the teacher’s perspective was designed. It goes on to present materials designed to facilitate this process, this being a key objective of this study. In the context of this study, the training material could not be tested, but it in this way the dissertation emphasises that intercultural training can be a great help in the integration of refugees, whether they are young children or adults. Since the migrant crisis began in 2015, over three million refugees have travelled across the Mediterranean Sea or overland to Europe in search of a new and safe home. They are fleeing violence against civilians, and severe violations of human rights and international laws. Syria, one of the most problematic home countries for refugees, generated 6.7 million fugitives, as war crimes and human rights abuses are common. The Assad regime has systematically cut medical and food supplies to the population. Terrorist and bomb attacks on residential areas are not uncommon. Moreover, air raids by the USA, Russia and Turkey threaten the lives of millions of civilians in the country. ISIS (Islamic State of Iraq and Syria) has sought to spread their ideology, uses terrorist attacks, abductions and public torture to achieve their goal of creating a new state, forcing millions of people to flee their home countries. According to UNHCR over 2.1 million people were displaced inside Iraq, as of April 2018. Other travelled from south and east Europe, the greater Middle East and Africa.

It was not until the year of 2005 that the first national integration law was enacted. Even though Germany has been an immigration country since the 1950s, the necessity of a specific law framework has been neglected blindly for decades. Already in 2006 about 23% of the children born in Germany had at least one foreign parent (cf. Foroutan & Schäfer, 2009, p.12). The media still talk about "the migrant". But it finally has to reach people's minds that there is no clear distinction between "the German" and "the foreigner". In fact, the matter of identity has to be reconsidered. About 18.6% of Germany's overall population possess a migration background (cf. Wippermann & Flaig, 2009, p.3), which signifies, that these individuals face the challenge of cultural contradictory on a daily basis. The permanent negotiation of belonging characterizes the dichotomy between retention of the ethnic and adoption of the German culture. Hence, this phenomenon creates a specific kind of identity, the so called "third space", which in the present work I will refer to as hybrid identity. The terms transnational and hyphenated identity are used synonymously in the relevant literature, but I will apply only to the former name to avoid any confusion. Moreover, this new kind of identity requires rethinking the concept of nationality and raises citizenship issues. The present work shall examine the phenomena of hybrid identity formation in detail: Under which criteria does it emerge and how is the synthesis of two cultural backgrounds depicted in everyday life? Book excerpt: This study, originally published in German in 1983, describes results of a comparative evaluation of Commission of the European Communities projects for migrant children's education in four countries (Belgium, England, France, and the Netherlands). The report begins with a discussion of the European Communities' 1970 directive on the teaching of migrant workers' children, including its background, the debate held about it, the initiation of pilot projects during the debate, and the project methods. Subsequent sections outline, for each of the four country projects, the particular situation of ethnic minority children in the country's school system as a whole and the design of the project to enhance education of migrant children in that country. In each country, the pilot project was implemented in one city. The cities were: Genk (Belgium), Bedford (England), Paris (France), and Leiden (the Netherlands). Next follows a comparative analysis and assessment of the four programs, focusing on two major program aspects: (1) introduction of migrant children to the host country language and culture; and (2) native language instruction. A concluding section discusses the politics of special programs for this population and emphasizes the need for new approaches to the education of ethnic minority children.
