Book excerpt: The confluence of a variety of factors especially exponential population growth, rapidly escalating population migration, and an unprecedented pace of urbanization-has increased the likelihood that each U.S. military operation will have a humanitarian or nation-assistance component. In the conduct of humanitarian or nation-assistance missions, be they free-standing or part of bigger operations, the military will usually encounter-and often support-civilians. They may be representatives from various U.S. government departments and offices, United Nations (UN) agencies' representatives, and/or personnel from nongovernmental organizations (NGOs) who have established their own aid operations. This growing nexus of civilian and military efforts requires increased coordination to maximize each player's contribution and to avoid both redundancies and contradictory efforts. While all the services will contribute to humanitarian and nation-assistance missions, the Army brings unique scope, capacity, and resources to these missions and thus will bear more of the responsibility for interacting with civilian agencies and organizations. This research focused on identifying how the interagency process-at the policy, operational, and field levels can both complicate and enhance U.S. Army forces contributions to military operations other than war (MOOTW).

Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Book excerpt: The political influence that the five geographic combatant commanders, the so-called "proconsuls," wield in the post Cold War era has become a topical issue highlighting the need for better political-military integration at the operational level. Examination of the current doctrine and organization regarding such coordination reveals several significant gaps that, in war and in military operations other than war, impact on both the planning and execution of the "post-hostilities" phase of operations and thus on successful war termination. Current joint doctrine does advocate close interagency coordination at the operational level, but unlike the sophisticated structure developed to do this on the national/strategic level, the doctrine provides minimal guidance on just how the combatant commander can effect this. The division of combat operations into war and MOOTW, moreover, has seen unnecessary duplications and, worse, differences being introduced, obscuring the central State-Defense Department relationship. There is also no effective standing structure for coordination. The ambassador, the key point of contact for the combatant commander under current doctrine, is not the appropriate counterpart for regional coordination. The operational level at State, where regional policy coordination is done, is at the level of the Assistant Secretaries of the geographic bureaus.

MCPs are best described as coherent, comprehensive approaches to a particular set of missions and levels of technology that enable effective intergration of the force structure, doctrine, command and control arrangements and the technologies required to accomplish the mission. Widely regarded as an operation that "went right", Haiti offered an opportunity to explore interagency relations in an operation close to home that had high visibility and a greater degree of interagency civilian-military coordination and planning than the other operations examined to date. The Haiti workshop reported here was convened to explore those issues.

Book excerpt: Since the end of the Cold War, U.S. military performance when called upon to execute lesser contingencies, including post conflict operations, have at best produced mixed results. In short, the essential point is this: the U.S. military's transformation since the end of the Cold War, while vastly enhancing its ability to wage war at the high end of the conflict spectrum, has not produced comparable increases in capacity at the lower end of the spectrum. This is the case despite the fact that the frequency and performance of U.S. military forces when involved in lesser contingencies clearly demonstrates the necessity to enhance U.S. military capabilities across the entire conflict spectrum. Ultimately, achieving U.S. national objectives in Military Operations Other Than War (MOOTW), which range from complex contingencies and peace operations to winning the final peace following decisive combat operations, will require changes and improvements in several critical areas. First, mission success during complex contingency and post conflict operations requires that the U.S. military and its civilian partners within the United States government (USG) reach a new level of interagency jointness, at both the strategic and operational levels. Second, if properly resourced and supported, there are two prototype initiatives: the Joint Interagency Coordination Group (JIACG) and the Standing Joint Force Headquarters (SJFHQ), which demonstrate great potential to bridge the interagency gap at the operational level. Last, COCOMs need to improve their ability to leverage not only other elements of national power, but also the contributions of nongovernmental organizations (NGOs) and international organizations (IO's).

The concept of full spectrum dominance in Joint Vision 2020, especially in the context of military operations other than war (MOOTW), must recognize that the intermingling of humanitarian assistance, combat operations, and nation-building is indicative of future responses to security challenges. In the past, narrowly defined responsibilities were carried out in spite of interagency rivalry. But in a multipolar world characterized by asymmetric threats and MOOTW, the traditional lines of authority must be overcome. In the parlance of JV 2020, full spectrum dominance foresees U.S. forces operating unilaterally or with multinational and interagency partners to defeat any adversary and control any situation across the full range of military options. As such, it reflects the elements of victory that the President cited after 9/11. But recognizing the building blocks and constructing a coherent response are two different matters.

The thesis is that some problems identified in this interaction during recent MOOTWs can be traced to the nature of both the military and NGOs as values-based institutions. Successful interaction between the military and NGOs has been defined as key to the success of MOOTWs. The military has developed doctrinal guidelines to minimize some of the organizational points of contention. This study emphasizes the importance of understanding the perspectives, values, and the organizational culture of NGOs when developing doctrinal guidelines for interaction. This study acknowledges the value of the Civil-Military Operations Center (CMOC) concept as a means for orchestrating unity of effort between the military and NGOs. It proposes expansion of the CMOC to include additional specialized functions as well as additional training for CMOC staffs. It also maintains that formal, systematic consideration of NGO perspectives is an equally key part of future attempts to improve military performance in this area."--Abstract

However, there are significant challenges in conducting these interagency dependent operations. Interagency bickering, mistrust between civil and military leaders and organizational shortfalls, are just a few. These challenges can be overcome through leadership and organizational understanding provided by a regionally centered, civil-military operations center (RCMOC) . The ROMOC will provide the impetus needed toward improving civil-military responses to contingency operations short of war and facilitate as a link between the NCA/JCS and the country team. The RCMOC will lay the foundation for efficient problem solving and consensus building among the various agencies when responding tc a crisis and foster unity of effort among the various players involved in military operations other than war. finally, through the establishment of a permanent RCMOC, that is tasked to conduct long term deliberate and crisis action planning, the NCA, CINO, JTF commander and the various NGOs and PVOs can anticipate, shape, and respond to a crisis better than current ad hoc responses have permitted. The RCMOC is a force multiplier; it is the one organization that can meld all the capabilities of the military, and the US governmental agencies, as well as NGOs and PVOs in this new era of complex contingency operations known as MOOTW.
