Book excerpt: This publication deals with the often-lamented coordination deficit among international relief organizations - mainly the United Nations, non-governmental organizations, and the Red Cross/Crescent Movement - in responding to humanitarian crises. The book begins by reviewing the relevant literature and identifying the most important trends and actors in the international humanitarian arena. Next, it discusses the advantages and disadvantages of existing coordination models in practice, including those promoted by the UN. In addition, the book examines the suitability of organization theory - including network theory - for the diagnosis of coordination deficits and the deduction of a recommended course of action. Building upon organization theory, it then proceeds to develop a theoretical framework. Despite the complexity of the context of a humanitarian crisis, this framework allows for a surprisingly straightforward deduction of feasible strategies to improve coordination. Finally, the framework is applied and tested, using several cases of coordination in the ongoing humanitarian crisis of Sudan's Darfur region.

In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. Hurricane Irma in 2017 was used as the context in examining interorganizational network effectiveness. Effective and efficient policy implementation and service delivery can be key indicators of collaborative networks; however, it was equally important to understand what factors determine the effectiveness of those collaborative networks. Using network theory and network governance as the theoretical foundations, this study measured and compared the designed versus implemented networks during disaster response. The guiding research for this study was: What factors facilitate effective implementation of interorganizational networks in response to disasters? Using a mixed-method approach, this research surveyed Florida emergency managers on their use and reliance on plan and policy documents to make decisions, analyzed the policies and plans and After-Action Reports of seven (7) Central Florida counties, utilized Twitter data to understand how social media demonstrates interorganizational networks, and employed focus group interviews to gain clarification about the differences between designed and implemented disaster response networks. This research will demonstrate the practical need to examine the interorganizational network differences between designed and implemented for disasters and crises, how policy change and adaptation can reflect the lessons learned from disaster response.

Establishing these relationships necessitates overcoming - stitutional, cultural, and political boundaries. Signi?cant barriers exist between r- ulatory agencies and industry groups. Traditionally, these groups have mistrusted one another, and cooperation and collaboration, including sharing information, c- respondingly has been limited. The adoption of radio frequency identi?cation te- nology for tracking livestock, for example, has been met with signi?cant resistance due in part to mistrust between regulatory agencies and producers (Veil, 2006). In the food industry, the need for coordination has been enhanced by industry in- gration and globalization of both markets and production. In the case of GM foods discussed earlier, disagreements between U. S. , European Union, and Canadian r- ulatory agencies fueled the debate over the safety of GM crops. Overcoming institutional and cultural barriers, and mistrust is necessary to create consistency in risk messages. Open communication and information sharing can help clarify where risk perceptions diverge and identify points of convergence. The outcome may not be universal agreement about risks, but convergence around the general parameters of risk. Summary These best practice strategies of risk communication are not designed to function as distinct steps or isolated approaches. Rather than being mutually exclusive, they serve to complement one another and create a coherent approach to confronting risk communication problems.
