MCPs are best described as coherent, comprehensive approaches to a particular set of missions and levels of technology that enable effective intergration of the force structure, doctrine, command and control arrangements and the technologies required to accomplish the mission. Widely regarded as an operation that "went right", Haiti offered an opportunity to explore interagency relations in an operation close to home that had high visibility and a greater degree of interagency civilian-military coordination and planning than the other operations examined to date. The Haiti workshop reported here was convened to explore those issues.

Book excerpt: What actions, if any, will make foreign humanitarian assistance and disaster response (FHA/DR) operations in the Department of Defense (DOD) more effective? The requirement for interagency responses to events of great magnitude has created the need for leaders of those participating organizations to grasp what is required of them during those instances. The DOD will achieve increased effectiveness in FHA/DR operations by educating strategic and operational leaders on their authorities during FHA/DR operations. This fundamental education will lead directly to the informed achievement of clearly articulated strategic objectives, in whole or in part, through the more effective arrangement of tactical actions in time, space, or purpose. The ambiguous role of the military in a disaster response is nothing new. Congress early rationalized such measures as legitimate when it considered them to be in the national interest. Following a violent earthquake in Caracas, Venezuela in 1812, the US Congress ultimately passed legislation to deliver foreign aid. The earthquake in Venezuela that precipitated the United States' first foreign disaster assistance mission killed 10,000 people in Caracas alone. American newspapers carried accounts of bodies littering the debris and orphaned children wailing for lost parents. Prompted by these reports, Alexander Scott, an American diplomatic representative to Caracas who had not yet departed for his post, urged Congress to send food to the victims. The Venezuelans also requested assistance. Congress responded by appropriating $50,000 for relief supplies to be administered by Scott upon his arrival in the country. US vessels transported the relief commodities, flour in this instance, to the beneficiaries in the devastated area. Unfortunately, the donation arrived in May but Scott did not land until June. In the meantime, the royalists, then battling revolutionaries for control, seized many of the supplies and did not distribute them. They also impounded the vessels and crews that had brought the supplies and released both only after extended negotiations. However, despite all the problems, food reached some of the people and saved them from starvation.

Book excerpt: The evolving nature of conflict will require the U.S. military to conduct humanitarian operations more frequently and on a larger scale than ever before. Humanitarian operations require extensive civil-military interaction, and this study suggests that the U.S. military is not currently postured and prepared to handle the increasing humanitarian requirement.This study analyzes the interactions that took place between the military, the Department of State, and non-governmental organizations throughout three case studies: Operation Unified Assistance (Indonesia, 2004), Operation Unified Response (Haiti, 2010), and Operation United Assistance (West Africa, 2014). Each case study is presented as an independent operation with its own observations and recommendations. The conclusion then identifies four significant generalized items--joint training, militaristic tendencies, integrated communications, and structural systems for collaboration--that challenged civil-military interaction at some point throughout each case. This study concludes that a dedicated unit designed to immediately respond and lead the United States Government's humanitarian effort should be created including manpower and representation from each U.S. agency that plays a part in humanitarian operations. Book excerpt: An inside account of the U.S. military operation to restore Haitian President Jean-Bertrand Aristide to power in 1994, this study demonstrates progress made in joint warfighting in the period following the end of the Cold War, including improvements in command and control, joint force integration, and techniques for successful humanitarian operations.^L With ties to Haiti that date back over one hundred years, the United States could not stand by as a coup ousted Aristide in 1990. When the coup leaders refused to leave peacefully, forces authorized by the U.N. Security Council deployed toward Haiti. Diplomatic efforts by former President Carter, General Powell, and Senator Nunn eventually obtained the cooperation of coup leaders in the final hour, and on September 19, 1994, the first of over 50,000 U.S. military personnel arrived to ensure security, facilitate Aristide's return, and professionalize the Haitian security forces.^L General Henry Shelton, later the Chairman of the Joint Chiefs of Staff, commanded the joint task force that entered Haiti under Chapter 7 of the U.N. Charter during one of the few recent instances of U.N. intervention without the concurrence of the host nation. While the operation was unique, its innovations will benefit planners for decades as humanitarian actions around the world continue to be important. This book illustrates the challenges of remaining engaged in support of the United Nations and of conducting modern military operations, which are highly dependent on close interagency and multinational coordination.
