Book excerpt: While there are existing studies regarding the learning styles or learning preferences of students that originate in traditional Native American cultures, there is limited information in the literature regarding the satisfaction of college instruction facilitated by interactive videoconferencing (IVC) methods. The study provided an evaluation of the satisfaction of Navajo college students participating in IVC-delivered courses in two distance learning centers located on the Navajo Reservation. As institutions of higher education move toward access remedies such as IVC to provide learning opportunities in isolated communities, it is significant to understand if the instructional delivery method adequately accommodates the functional aspects for course interaction in a culturally distinct Navajo classroom setting. The study examined the question of whether the efforts of IVC-delivered courses indicate instructional delivery methods satisfactory for a culturally distinct, Native American population in the American Southwest. Student respondent characteristics of prior college experience, gender, and community locations were examined in context to responses of student satisfaction. The results of the statistical analysis indicate overall positive satisfaction by the IVC classroom participants. The quantitative findings did not indicate significant differences between prior college experience and no prior college experience. In addition, there was no significant difference in satisfaction shown by gender of respondents. Also, community location of the respondents did not show significant difference in satisfaction. Some respondent comments did indicate a desire for greater interpersonal interaction with the faculty and a need to improve or stabilize the delivery technology.

Book excerpt: Interest in the special problems of rural areas and concern with rural development in general have increased substantially throughout much of the world in the years since about 1960. Attesting to this has been the dramatic increase in attention to rural problems in the scholarly and popular literature and by government agencies. At first the dominant focus was on development projects and the creation of new jobs. It was not long, however, until other related issues came to the fore, in particular the availability and quality of public services essential to achieve economic growth and improvement and having a direct bearing on the well-being of rural peoples. Most nations of the world have developed plans and launched pro-jects to improve rural public services and narrow urban-rural dif-ferentials in their provision. As one would expect, there have been great differences between nations in the severity of problems, foci of attention, program strategies and their general effectiveness, and degree of commitment and effort. Given this diversity, it seems ap-propriate to examine and compare rural service problems and efforts to ameliorate them in a sample of contrasting societies. Implicit is the conviction that (1) all nations can learn at least something from the experiences of others, and (2) by taking an international, com-parative view of the subject, certain generalizations can be established.

The report discusses the opportunities for Native Americans to use telecommunications (including computer networking, videoconferencing, multimedia, digital and wireless technologies, and the like) in the realms of culture, education, health care, economic development, and governance. It also explores the challenges and barriers to realizing these opportunities, notably the need to improve the technology infrastructure (and access to it), technical training, leadership, strategic partnerships, and telecommunications planning on Indian reservations and in Alaska Native villages and Native Hawaiian communities. Prepared at the request of the Senate Committee on Indian Affairs, this is the first federal government report on Native American telecommunications. It provides a framework for technology planning and policy actions by Congress and relevant federal agencies, as well as by Native leaders and governments. Native Americans were involved throughout the study. OTA made site visits to six states and consulted with Native leaders and technology experts in about two dozen other states. Computer networking was used extensively for research and outreach, and OTA developed the Native American Resource Page for this study, a World Wide Web home page accessible via OTA Online (http://www.ota.gov/nativea.html).
