In two introductory chapters and seven case studies in Asia (two from China, and each one from Japan, Thailand, the Philippines, Indonesia, and India), the book reveals the interactive forms currently emerging in Asia under hierarchical but often fragmented administrative systems. In addition, it explores emerging hybrid forms of interactive governance, which bring together governmental and non-governmental actors, and discusses how the expected role of government and roles of non-governmental actors could be changed to solve problems in a more cooperative manner. In this context, researchers from outside the locality could play an important role, helping facilitate such forms of interactive governance. The book offers extensive information on the essential features of interactive forms, and on the role of such transdisciplinary approaches, making it a valuable resource not only for scholars and university students, but also for policymakers and grass-roots practitioners directly involved in the interactive process of water governance.

Book excerpt: International organisations such as the World Bank began to intervene in the transboundary water governance of the Ganges-Brahmaputra-Meghna river basin in the mid-2000s, and the South Asia Water Initiative (SAWI) is its most ambitious project in this regard. Yet neither SAWI nor other international initiatives, such as those of the Australian and UK governments, have been able to significantly improve transboundary water interaction between India, Nepal, Bhutan and Bangladesh. This book identifies factors that contribute to water conflicts and that detract from water cooperation in this region. It sheds light on how international organisations affect these transboundary water interactions. The book discusses how donor-led initiatives can better engage with transboundary hydropolitics to increase cooperation and decrease conflict over shared freshwater resources. It is shown that there are several challenges: addressing transboundary water issues is not a top priority for the riparian states; there is concern about India’s hydro-hegemony and China's influence; and international actors in general do not have substantial support of the local elites. However, the book suggests some ways forward for improving transboundary water interaction. These include: addressing the political context and historical grievances; building trust and reducing power asymmetry between riparian states; creating political will for cooperation; de-securitising water; taking a problemshed view; strengthening water sharing institutions; and moving beyond narratives of water scarcity and supply-side solutions.

These challenges are being reframed by new approaches to water management which represent a transition from engineering-dominated approaches towards integrated water management, from technology transfer to adaptive technologies. Book excerpt: Rivers are vital ecosystems that support aquatic and terrestrial biodiversity and several ecosystem services, including food, water, culture, and recreation. After centuries of building dams on rivers across the world, dam removal projects are now on the rise due to obsolescence, reservoir sedimentation, insufficient return on investment, or river restoration and conservation priorities. Most dam removal projects have focused on smaller structures (< 10 m in structural height), but larger structures have also started to be removed in increasing numbers as practitioners, river managers, conservationists, and the public have gained more experience with the practice. Recent estimates suggest that only a small fraction of dam removals have been scientifically studied, and include mostly small dams and short time scales. Documenting the long-term ecological outcomes of large dam removal (i.e. >10 m tall) represents a new frontier in dam removal research: projects are more recent and provide an opportunity to understand the complex ecological changes that occur with these transformative restoration projects. Here, we aim to collate a diverse array of papers on long-term dam removal research projects involving larger dams (>10 m) to synthesize the issues, outcomes, tools, and experimental designs used to study large dam removal projects from physical, biological, and ecological perspectives. With this collection, we aim to showcase diverse global projects on ecosystem responses to large dam removal; collect perspectives from different disciplines, fields, and geographies; and synthesize the current state of knowledge in this area. We expect that this Research Topic will be informative to ongoing, long-term ecological restoration and monitoring projects related to dam removal as well as to upcoming large dam removal projects. We welcome contributions from all disciplines addressing the physical, ecological, and ecosystem responses to large-scale dam removal. Contributions could include original research in a specific discipline or area, case studies, or synthesis papers that address one or more of these topics in a transdisciplinary approach. Contributors could address any of the following major topics as related to outcomes of large dam removal, alone or in combination: Freshwater, estuarine, and marine aquatic biota; River and reservoir geomorphology; Terrestrial and riparian vegetation; Wildlife; Sedimentation; and Modelling. We would like contributors to highlight key results in their area of study, cross-disciplinary insights, and lessons learned that could inform ongoing monitoring and research efforts in current projects as well as upcoming large dam removals.

Book excerpt: The four decades long ideological-based insurgencies and conflict in the Kabul River Basin (KRB) have seriously hampered the relations and foreign policies of both Afghanistan and Pakistan. Consequently, it restricts them to solve various bilateral issues including transboundary waters. This lack of cooperation over shared water resources is one of the barriers to achieve inclusive and sustainable development. Additionally, it has contributed to the prevailing anarchic situation where each country does what it wants. The absence of a formal water-sharing mechanism coupled with poor water management practices within both the riparian counties are resulting various flow and administration-related challenges. Moreover, these challenges are further exacerbated by regional changes in social, political, environmental and economic systems. The scholarly literature suggests that an analytical transboundary water governance framework is essential to address the challenges of water politicisation and securitisation, quality degradation and quantity reduction. Additionally, the literature rarely integrates (a) a multi-level approach, (b) an institutional approach (c) an inclusive development approach, or (d) accounts for the uses of different types of water and their varied ecosystem services for improved transboundary water governance. To enhance human wellbeing and achieve inclusive and sustainable development in the KRB this research indicates that it is essential to: (1) defrost frozen collaboration; (2) bypass border dispute; (3) use biodiversity and ecosystem services approach; (4) address existing and potential natural and anthropogenic challenges; (5) remove contradictions in the policy environment; (6) combat resource limits and dependence by promoting collaboration on long-term cost effective solutions; and (7) enhance knowledge and dialogue on inclusive development.
