This report was developed as a result of these efforts. It focuses on: • The principal issues faced by the transition economies of Eastern Europe and the Former Soviet Union • The potential approaches for resolving specific problem issues.

Download or read book Measuring the Impact of Climate Change on Indian Agriculture written by Ariel Dinar and published by World Bank Publications. This book was released on 1998-01-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using the Ricardian approach (a cross sectional analysis of farm performance across different climate zones), this report examines the impact of climate change on the agriculture sector and the sector's adaptation to that change. The goal of the study is to examine farm behavior and test whether there is any evidence that farmers in developing countries currently adjust to their local climates.

Book DeMIStifying MIS

Download or read book DeMIStifying MIS written by Luc Lecuit and published by World Bank Publications. This book was released on 1999-01-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Managers are often far from the real action, so they need something that will tell them what is going on... Luckily, the rapid evolution of tools for collecting, analyzing and diffusing information has greatly improved our ability to manage from a distance. However the speed of technological change means that changes in management practices and tools are inescapable." Development of Management Information Systems (MIS) for social funds has become essential due to some of the characteristics unique to these types of projects or organizations. Among these unique characteristics are the need for transparency and efficiency because of the highly visible nature of the activities. These guidelines define MIS and underscore its importance. They also outline specific tools to assist in selection of an MIS and summarize its design and implementation. These guidelines are meant to be a practical tool to help those who are setting up or managing a social fund navigate in MIS waters. Technical jargon is kept to a minimum and a glossary of technical terms is provided to assist readers who do not have a technical background. However, special Technical Boxes have been included for the "experts" in this field.

Book Court Performance Around the World

Download or read book Court Performance Around the World written by Maria Dakolias and published by World Bank Publications. This book was released on 1999-01-01 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper no. 430.QUOTEMany countries are undertaking legal and judicial reforms as part of their overall development programs; there is increasing recognition that economic and social progress requires consolidation of democracy as well as respect for the rule of law and human rights; without these development is not sustainable.QUOTEMany developing countries find that their judiciaries are inconsistent in conflict resolution and carry a large backlog of cases, thus stifling private-sector growth, eroding individual and property rights, and perhaps even violating human rights. Delays affect both the fairness and the efficiency of the system. They impede the public's access to the courts, which, in effect, weakens democracies, the rule of law and the ability to enforce human rights. This paper aims to describe and explain the performance of court systems in a sample of developing and developed countries in order to provide data to those designing or evaluating reforms. The study also seeks to show areas in which international comparison of judicial performance can be fruitful, suggesting indicators that can be used in such comparisons. Finally, it endeavors to provide comparisons of performance within individual countries over time.

Book Economic Reform and Environmental Performance in Transition Economies

Download or read book Economic Reform and Environmental Performance in Transition Economies written by Gordon Hughes and published by World Bank Publications. This book was released on 1999-01-01 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: ..".transition has proved to be a much longer and more difficult process than most had anticipated, and progress has varied. By 1998 only one country, Poland (which embarked on economic reform before the rest of the region), had reestablished sustained economic growth and surpassed the pretransition level of real gross domestic product (GDP)." - From 'Economic Reform and Environmental Performance in Transition Economies' Most global economy and environmental watchers expect the transition to a market economy to yield environmental benefits. The changing incentives that a market economy introduces should foster more efficient production, better use of resources, and increased community input. The advanced reformers of the Central and Eastern European (CEE) countries proved this to be the case. They improved energy efficiency and reduced emissions intensity of pollutants. The slower-reforming countries of the Newly Independent States (NIS) also experienced lower pollution. However, that downturn coincided with the economic decline, which shut down many major polluters. This report reviews progress in environmental trends since transition began. It looks at air and water pollution and health indicators in the trends and in light of the environmental issues identified in the Environmental Action Programme for Central and Eastern Europe. It continues and builds on the World Bank's work in analyzing the environmental effects of transition, restructuring, and privatization with a view to identifying priority areas for investment and policy initiatives. The report will interest environmental policy makers and practitioners.

Book excerpt: Mining and industrial activities, if poorly managed, can damage the environment and leave behind contaminated soils, polluted groundwater, and waste material. The two papers in this volume illustrate the methodologies developed for selecting priority sites for remediating environmental problems due to mining. It also describes the high priority investments that would provide the greatest benefits for the available resources. The methodologies have broad application and could be used to identify priority remediation investments in other sectors where past activities have led to environmental problems.
