Book excerpt: L'augmentation des transits de puissance dans les réseaux d'énergie électrique ainsi que les contraintes environnementales ont conduit à l'introduction des dispositifs FACTS (Flexible AC Transmission Systems) pour l'amélioration de l'exploitation des réseaux. Ces dispositifs sont capables de remplir diverses fonctions comme le maintien de la tension, le contrôle des flux de puissance, l'amélioration de la stabilité du réseau, l'augmentation de la puissance transmissible maximale, etc. De plus, grâce à leur temps de réponse rapide, ils sont apparus comme des outils efficaces pour l'amortissement des oscillations électromécaniques très basses fréquences. Cette nouvelle fonction des dispositifs FACTS est d'autant plus importante que les réseaux mondiaux sont de plus en plus interconnectés, donc sensibles aux oscillations électromécaniques inter-régions. Cependant, le recours à de nombreux dispositifs FACTS dans un réseau nécessite d'étudier attentivement les éventuels problèmes d'interaction de régulation des dispositifs FACTS entre eux, mais aussi avec les autres éléments du réseau. Le travail réalisé dans le cadre de cette thèse traite des phénomènes dynamiques liés aux problèmes d'interaction résultant de l'insertion d'un ou plusieurs dispositifs FACTS shunt. Des indices de sensibilité et d'influence sont définis depuis les concepts de commandabilité et d'observabilité respectivement afin de prévoir l'importance des phénomènes d'interaction liés à l'insertion d'un dispositif FACTS et d'identifier les zones d'influence du dispositif FACTS. Ces indices sont appliqués à un réseau test 2 zones 4 machines et à un réseau réel simplifié 29 machines. Deux méthodes de coordination (méthode de type " minimax " et méthode linéaire quadratique décentralisée) sont mises en œuvre pour coordonner les dispositifs FACTS entre eux et avec les stabilisateurs de puissance (PSS - Power System Stabilizer) dans le réseau test 2 zones 4 machines.

C'est dans ce nouveau contexte que les spécialistes des .réseaux électriques se voient de plus en 'plus confrontés à de nombreux défis. Le développement des dispositifs FACTS (Flexible AC Transmission System) ouvre de nouvelles perspectives pour une meilleure exploitation des réseaux par leur action continue et rapide _sur les différents paramètres du réseau. Toutefois, ces dispositifs, ne sont pas à l'abri d'éventuelles interactions entre eux mais aussi avec d'autres éléments du réseau tels que les charges dynamiques. Cette thèse, qui s'inscrit dans le cadre de l'analyse et l'amélioration de la sécurité dynamique des réseaux électriques, s'est focalisé sur l'impact de l'interaction des dispositifs FACTS avec les charges dynamiques. Dans ce travail, il a été démontré que les boucles d'amortissement des oscillations de puissance dimensionnées par les techniques classiques de sensibilité ne sont pas robustes vis-à-vis des variations des modèles de charge. Pour remédier ,à ces problèmes, une première méthode, basée sur la sensibilité des valeurs propres et tenant compte. des variations des modèles de charge, a été proposée. Deux autres méthodes plus robustes, basées sur les techniques LMI, ont été mises en oeuvre. La première, basée Sllr une représentation polytopique des systèmes incertains, convient au cas d'incertitudes non structurées. La deuxième, basée sur une représentation LPV (système linéaire à paramètres variants), permet de traiter le cas d'incertitudes structurées.

Book excerpt: In recent years, large-scale housing and resettlement projects have experienced a renaissance in many developing countries and are increasingly shaping new urban peripheries. One prominent example is Morocco's Villes Sans Bidonville (cities without shantytowns) programme that aims at eradicating all shantytowns in Morocco by resettling its population to apartment blocks at the urban peripheries. Analysing the specific resettlement project of Karyan Central, a 90-year-old shantytown in Casablanca, this book sheds light on both process and outcome of resettlement from the perspective of affected people. It draws on rich empirical data from a structure household survey (n=871), qualitative interviews with different stakeholder, document analysis, and non-participant observation gathered during four months of field research. The author emphasises that the VSB programme, although formally part of anti-poverty and urban inclusion policies, puts primary focus on the clearance of the shantytown. Largely based on ill-informed policy assumptions, stigmatisation, rent-seeking, and opaque implementation practices, the VSB programme interpreted adequate housing in a narrow sense. By showing how social interactions, employment patterns, and access to urban functions have changed because of resettlement, the book provides sound empirical evidence that housing means more than four walls and a roof.

In other disciplines knowledge about surface properties and the background of bonding energies is also far from satisfactory; nevertheless there are many important· applications in concrete engineering, where adhesion is necessary for success and durability. These include: - coating and painting - repair of concrete surfaces - bonding of fresh to old concrete - crack injection - glueing of precast elements - glueing of steel to concrete, etc. In 1981 RILEM established the technical committee 52-RAC 'Resin Adherence to Concrete'. The main aims of the committee's work were - to collect research results and practical experiences - to initiate and coordinate research programs - to develop, on a scientific base, test methods for field and for laboratory purposes. One of the results of the committee's work is a state-of-the-art report, which will be presented orally as a General Report at the International Symposium ISAP '86, and will be printed either in the RILEM journal Materials and Structures or separately. Several test recommendations have been elaborated and will be prepared as drafts for the participants ofISAP '86. These are: - direct tensile test - pull-off test - direct shear test - slant shear test - four-point bending test - dynamic loading test - thermal compatibility test (two versions) - injectibility test.
