Book excerpt: Fur die historische Entwicklung der Psychiatrie stellt das 19. Jahrhundert eine entscheidende Epoche dar. In dieses Jahrhundert fallen Prozesse und Ereignisse, die bis heute die Struktur und Ausrichtung des Faches massgeblich pragen: So ist die Entstehung der Psychiatrie als wissenschaftliche Disziplin und therapeutische Praxis mit der Tatigkeit von namhaften Psychiatern dieses Jahrhunderts, wie Reil, Heinroth, Jacobi, Griesinger oder Kraepelin, verbunden. Ebenso ist die feste Institutionalisierung des Fachs in staatlichen und privaten Versorgungseinrichtungen durch konkrete soziale, wirtschaftliche und politische Ereignisse des 19. Jahrhunderts massgeblich gepragt. Weiter steht das 19. Jahrhundert fur die 'Medikalisierung' des Faches und fur seine Abgrenzung sowohl gegenuber anderen medizinischen Fachrichtungen als auch gegenuber der Theologie und der Jurisprudenz. Schliesslich ist die Etablierung der Psychiatrie als universitares Fach - mit der Einrichtung von Universitatskliniken und ordentlichen Professuren - eine Entwicklung, die ihre Wurzeln und Bedingungsfaktoren ganz wesentlich in der zweiten Halfte des 19. Jahrhunderts im deutschsprachigen Raum hat. Uberblickt man den heutigen Stand der Psychiatrie in Deutschland, aber auch international, so wird deutlich, wie sehr das Fach von diesen historischen Vermachtnissen gepragt worden ist. Auch wenn das 20. Jahrhundert mit zum Teil fatalen und einschneidenden Ereignissen und Entwicklungen verbunden war, weisen die vorangegangenen Weichenstellungen doch auf eine uberraschende Aktualitat des 19. Jahrhunderts fur die Psychiatrie des 21. Jahrhunderts hin.

As theorists’ posit new futures and call for an end to historically grounded, or discipline-based, so-called silo approaches to knowledges, a de facto reorganization of disciplinary boundaries and a migratory spirit have spontaneously infused the humanities with new life. These transmigrations, instead of diffusing the disciplinary terrain, have strengthened and broadened existing fields. They are provoking re-mappings of intellectual topography, and, ironically, have brought about more rather than less integration. Activated by such massive cultural shifts as the turn from print to visual culture; the technological revolution and its virtual sublimes; the acceleration of scientific advances; the rise and incorporation of mass or popular culture and the possibilities of replication, the humanities are producing integrated knowledges, what we are calling new TechKnowledgies, that interface the humanities, the arts, the social and hard sciences with digital technologies and research emerging at the borders of all these fields.

They have currency now because of widespread dissatisfaction with the normative, standardized testing model, criticism of theoretical concepts of intelligence, recognition of abuses of standardized intelligence testing, and frustration with prediction and classification as primary goals of assessment. It is almost certainly true that public policy concerns propel scientific activity far more often than science propels public policy! In the case of psychological assessment, public policy concerns have arisen in the last 20 years primarily around issues of possible "discrimination" against members of ethnic minorities. At the same time, there has been a re surgence of dedication to "excellence in education" goals. These concerns have led to such extreme measures as prohibition of the use of standard ized intelligence tests to determine school placement decisions, especially for minority children. They have led also to a search for alternatives to standardized, normative testing. The chapters in this volume represent a variety of answers to this need.
