The desire to explore this research question is based on the conditions: (1) shift in demographics and economics to urban areas into 2030; (2) increase of U.S. military operations on the urban landscape since the 1990s; (3) potential use of urban areas by determined foes as an asymmetric approach; and (4) availability of literature questioning if there are adequate ISR capabilities to support urban military operations. The methodology for the research consists of a thorough literature review on the characteristics of an urban environment, especially the effects that it has on threat and friendly forces operations; ISR capabilities currently in the Army as well as part of ongoing research and development programs; and case studies of Grozny, Chechnya and Hue, Vietnam. Analysis of available literature was sufficient for making generalizations of the unique ISR capabilities required to support military operations on the urban terrain compared to the conventional, open battlefield. There is a need for innovative ISR capabilities on the modern urban battlefield. The challenge of operating on urban terrain is multi-dimensional. In contrast to open terrain, the urban landscape has limited open maneuver and observation areas with line of sight concerns because of the density of man-made structures and population, subterranean areas, and possibly natural terrain features. ISR capabilities in urban areas should include both human and technical assets, representing all the intelligence disciplines. As ISR systems are designed, there should be emphasis on as many collectors as possible to be unmanned; miniature, unobservable (stealthy); capable of transmitting what they see, hear, smell and/or sense through walls, windows, tunnels, and elec.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

However, ISR support to humanitarian relief operations within the United States suffers due to a lack of unity of command and a lack of unity of effort within NORTHCOM, its subordinate units, and its interagency partners. NORTHCOM must improve its operational ISR support by developing pre-existing ISR plans, establishing standing command relationships, improving information sharing through interoperable communications, creating a liaison officer plan, reviewing legal restrictions and modifying them if necessary, and developing and conducting more frequent and challenging exercises. These improvements will allow ISR support to be more effective during humanitarian relief operations within the United States.

The methodology attempts to assess the organic intelligence assets and capabilities within a maneuver battalion, the training of the maneuver battalion officers on the employment of intelligence assets, and the availability of doctrinal literature about urban operations. The war in Iraq presents the Army with an operational environment that is unfamiliar to a force that has trained for conventional warfare in open terrain. The commanders, especially at battalion level and below, need an efficient and effective intelligence system. The focus of the research will be on the shortcomings and solutions for the intelligence systems supporting operations at the tactical level. The FM 3-0, Operations, dated February 2008, is the capstone doctrine for the U.S. Army for the current operations in Iraq and Afghanistan and for future prolonged conflicts as an expeditionary force. Discussion among the maneuver and intelligence communities on how to improve the intelligence collection and dissemination in urban environments is worthy of research. The historic perspective of the urban environment complexities and their military significance provide lessons learned on how military intelligence plays an important role in successful operations in such terrain.

Book excerpt: The Advisory Group on Defense Intelligence (the Task Force) of the Defense Science Board (DSB) was tasked by the Under Secretary of Defense for Intelligence (USD(l)) to examine the manner and extent to which Operations Research (OR) is employed by the Department of Defense; how OR can be used to support Intelligence, Surveillance, and Reconnaissance (ISR) decision making; and the manner in which OR can be institutionalized in the Department of Defense (DoD). The Task Force reviewed the application of OR' - which it views as decision support analysis based on information collected and analyzed using the scientific method - throughout the DoD and the Services. The review was done on a selective basis, focusing principally on the resources available to conduct OR as opposed to specific programs. The Task Force looked at decision makers' commitment to the use of OR, the extent to which resources reflected the application of standard processes and practices, and the manner in which the results of resources appeared to be employed by the organizations of which they are a part. The Task Force also looked at several private- sector OR application models (notably FedEx), and at recent and historical use of OR in support of national security requirements.

This research answered the question: “How will a combined weapons and tactics shop facilitate integration of remotely piloted aircraft, distributed common ground system, and targeting missions? The problem/solution framework with the input from an ISR focus group was used to analyze current published guidance for manpower and organization of ISR and each mission’s unique structure. Additionally, the weapons and tactics program was examined as a method of integration. The research and the valuable input from the focus group determined that although a combined weapons and tactics shop would provide a means of integration, analysis revealed that communications (systems) and training would prove to be better choice to initiate integration of unique ISR systems and operations."--Abstract.
