Available in PDF, EPUB and Kindle. Book excerpt: Intelligence, surveillance, and reconnaissance (ISR) functions are principal elements of U.S. defense capabilities, and include a wide variety of systems for acquiring and processing information needed by national security decision makers and military commanders. ISR systems range in size from hand-held devices to orbiting satellites. Some collect basic information for a wide range of analytical products; others are designed to acquire data for specific weapons systems. Some are national systems intended primarily to collect information of interest to Washington-area agencies; others are tactical systems intended to support military commanders on the battlefield. Collectively, they account for a major portion of U.S. intelligence spending that, according to media estimates, amounts to some $40 billion annually.

Some collect basic information for a wide range of analytical products; others are designed to acquire data for specific weapons systems. Collectively, they account for a major portion of U.S. intelligence spending that, according to media estimates, amounts to some $40 billion annually. For some time Congress has expressed concern about the costs and management of ISR programs. With minor exceptions, ISR acquisition has been coordinated by the Defense Department and the Intelligence Community. Although there are longexisting staff mechanisms for reviewing and coordinating ISR programs in the context of the annual budget submissions, many in Congress believe that existing procedures have not avoided duplication of effort, excessive costs, and gaps in coverage. Examples that some observers cite are separate efforts to acquire a new generation of reconnaissance satellites and a high altitude unmanned aerial vehicle (UAV) known as Global Hawk. Both systems acquire some of the same sorts of information and serve similar customers, but they are acquired in distinctly different ways; moreover, in both cases procurement efforts have been beset by increasing costs and schedule delays. Recently enacted statutes mandate better integration of ISR capabilities and require that the Defense Department prepare a roadmap to guide the development and integration of ISR capabilities over the next fifteen years. An effective roadmap, if developed, could potentially ensure more comprehensive coverage of targets and save considerable sums of money. To establish responsibility for an Intelligence Community-wide effort, the 9/11 Commission recommended that a new position of Director of National Intelligence be established to manage the national intelligence program (but not joint military and tactical intelligence programs, which would continue to be managed by the Defense Department). This position was included, after extended debate, in the Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) that was approved by the President on December 17, 2004. The implications of this legislation for ISR programs are as yet uncertain, but Congress may seek to assess the effectiveness of the statute in addressing long-existing concerns with ISR programs. This report will be updated as circumstances warrant.

Available in PDF, EPUB and Kindle. Book excerpt: Increasing calls for intelligence support and continuing innovations in intelligence technologies combine to create significant challenges for both the Executive and Legislative Branches. Intelligence, Surveillance, and Reconnaissance (ISR) systems are integral components of both national policymaking and military operations, including counterterrorism operations, but they are costly and complicated and they must be linked in order to provide users with a comprehensive understanding of issues based on information from all sources. Relationships among organizations responsible for designing, acquiring, and operating these systems are also complicated as are oversight arrangements in Congress. These complications have meant that even though many effective systems have been fielded, there have also been lengthy delays and massive cost overruns. Uncertainties about the long-term acquisition plans for ISR systems persist even as pressures continue for increasing the availability of ISR systems in current and future military operations and for national policymaking. These challenges have been widely recognized. A number of independent assessments have urged development of "architectures" or roadmaps setting forth agreed-upon plans for requirements and acquisition and deployment schedules. Most observers would agree that such a document would be highly desirable, but there are significant reasons why developing such an architecture and gaining an enduring consensus ...

Book Military Transformation Electronic Resource Intelligence Surveillance and Reconnaissance

Download or read book Military Transformation Electronic Resource Intelligence Surveillance and Reconnaissance written by Judy G. Chizek and published by . This book was released on 2002 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) indicates it is undertaking a major alteration in its capabilities, from a force designed to fight the Soviet Union to one tailored to 21st century adversaries including terrorism. This shift has been prompted by the perception of a changing threat and improved technology, especially information technology. As the military services attempt to increase the agility and versatility of their weapon systems, they also see a need to increase the capabilities of military intelligence, surveillance and reconnaissance (ISR) to support the new weapon systems and operating methods against these new threats. In addition, ISR activities should, in the aggregate, provide a world-wide perspective of the threat, "fuse" all types of intelligence into one picture, access extensive details about the enemy, and monitor specific targets for long periods of time. Many observers believe military ISR has already achieved some transformation, as shown in the war in Afghanistan by the military's ability to detect a target and destroy it within minutes. Proposals to make revolutionary changes in analysis include using contractors to produce competing unclassified analyses, developing artificial intelligence capabilities for database work, and establishing more operations analysis centers. The military intelligence community is supported by the national intelligence community, which even before the September 11 attacks was under intense scrutiny. Therefore, the aspects of the national intelligence community's operations in which Congress has expressed interest directly affect the quality of military intelligence.

Book excerpt: The Department of Defense's (DOD) intelligence, surveillance, and reconnaissance (ISR) capabilities-such as satellites and unmanned aircraft systems-are crucial to military operations, and demand for ISR capabilities has increased. For example, DOD plans to invest $28 billion over the next 7 years in 20 airborne ISR systems alone. Congress directed DOD to fully integrate its ISR capabilities, also known as the ISR enterprise, as it works to meet current and future ISR needs. GAO was asked to (1) describe the challenges, if any, that DOD faces in integrating its ISR enterprise, (2) assess DOD's management approach for improving integration of its future ISR investments, and (3) evaluate the extent to which DOD has implemented key activities to ensure proposed new ISR capabilities fill gaps, are not duplicative, and use a joint approach to meeting warfighters' needs. GAO assessed DOD's integration initiatives and 19 proposals for new ISR capabilities. We supplemented this analysis with discussions with DOD officials.

Download or read book Intelligence Surveillance and Reconnaissance Preliminary Observations on DOD s Approach to Managing Requirements for New Systems Existing Assets and Systems Development written by and published by . This book was released on 2007 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: As operations overseas continue, the Department of Defense (DoD) is experiencing a growing demand for intelligence, surveillance, and reconnaissance (ISR) assets to provide valuable information in support of military operations. While the 2006 Quadrennial Review emphasized the need for the ISR community to improve the integration and management of ISR assets, DoD plans to make significant investments in ISR capabilities for the future. Congress has been interested in DoD's approach for managing and integrating existing assets while acquiring new systems. This testimony addresses preliminary observations based on GAO's ongoing work regarding the following: (1) the status of DoD initiatives intended to improve the management and integration of ISR requirements and challenges DoD faces in implementing its initiatives, (2) DoD's approach to managing current ISR assets to support military operations, and (3) the status of selected ISR programs in development and the potential for synergies between them. GAO's ongoing work included document review, interviews with officials at relevant organizations, observations of some U.S. Central Command operations, and review of 13 airborne ISR development programs.

GAO recommends that DoD develop a future ISR enterprise vision and that DoD take steps to improve its process for identifying future ISR capabilities. DoD agreed or partially agreed with some recommendations, but it disagreed with the recommendation to review staffing levels needed for key oversight activities.

Book U S Unmanned Aerial Systems

Download or read book U S Unmanned Aerial Systems written by Jeremiah Gertler and published by . This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "To be sure, manned systems could accomplish many if not all of the same goals. But "unmanned systems reduce the risk to our warfighters by providing a sophisticated stand-off capability that supports intelligence, command and control, targeting, and weapons delivery. These systems also improve situational awareness and reduce many of the emotional hazards inherent in air and ground combat, thus decreasing the likelihood of causing civilian noncombatant casualties." "UAVs have gained favor as ways to reduce risk to combat troops, the cost of hardware and the reaction time in a surgical strike" and "to conduct missions in areas that are difficult to access or otherwise considered too high-risk for manned aircraft or personnel on the ground."--Page 3 (author).
