Book excerpt: In the late eighties and early nineties, driven by the post–Cold War environment and lessons learned during military operations, United States policy makers made intelligence support to the military the Intelligence Community's top priority. In response to this demand, the CIA and DoD instituted policy and organizational changes that altered their relationship with one another. While debates over the future of the Intelligence Community were occurring on Capitol Hill, the CIA and DoD were expanding their relationship in peacekeeping and nation-building operations in Somalia and the Balkans. By the late 1990s, some policy makers and national security professionals became concerned that intelligence support to military operations had gone too far. In Subordinating Intelligence: The DoD/CIA Post–Cold War Relationship, David P. Oakley reveals that, despite these concerns, no major changes to national intelligence or its priorities were implemented. These concerns were forgotten after 9/11, as the United States fought two wars and policy makers increasingly focused on tactical and operational actions. As policy makers became fixated with terrorism and the United States fought in Iraq and Afghanistan, the CIA directed a significant amount of its resources toward global counterterrorism efforts and in support of military operations.

MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air-Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall mission. the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command s doctrine and procedures, where applicable and consistent with US law and policy.
