Book excerpt: Excerpt from The Employment of Intelligence Tests in the Control of Immigration Millions of them and their descendants make up a large percent of the population of the United States today. During the year 1920, 430,001 entered the United States for permanent residence. In addition to the above, 191,595 non-immigrant aliens entered the United States for temporary stay - on business, travel, etc. Furthermore, 933,081 alien seamen came into various ports during the same period - making a grand total of 1,566,452 aliens of the above classes entering into the United States for permanent or temporally residence. The largest incidence of permanent immigration to our shores occurred during the year 1907 when 1,285,349 aliens entered the. United States for permanent residence in addition to those of the non-immigrant and sailor alien classes, 11, 795 of those seeking admission to our country during 1920 were debarred for various reasons - 5,297 on the ground that they were likely to become a public charge, 1,639 under the illiteracy test, 1,241 stowaways, 1,164 contract laborers, 541 due to loathsome or contagious diseases, 355 criminals, 353 physical defectives, who, owing to such disability were unable to make a living; 216 insane and other mental defects, 185 prostitutes or guilty of other immoral practices, 291 children under 16 years of age unaccompanied by parents, 60 Chinese, 56 Japanese and 27 natives of other barred Asiatic zones. Of the 216 mental cases, 9 were idiots, 20 imbeciles, 49 feeble minded, 83 insane and epileptic and 38 constitutional psychopathic inferior. There were 61 cases of tuberculosis, 8 chronic alcoholics and i alien enemy refused admission. Two thousand seven hundred and sixty-two aliens were deported after admission, including some 1, 500 from insane institutions in all parts of the United States, leaving some 1,500 additional insane in these institutions to be deported at a later date. Russians, however, cannot be deported at present. In addition to the 1,500 insane patients, there were also deported after entry 148 sexually immoral, 292 anarchists, 155 criminals. In these three latter classes, deportation can be effected without regard to length of residence, whereas in the case of aliens who fall into distress here or need public aid from causes arising subsequent to their arrival, they may be deported at Government expense only up to 3 years after landing. Basic restriction laws were initially put into place to uphold the biological fitness of our country by excluding persons with physical, mental and intellectual disabilities. As the United States drew more immigrants into its country, physicians and doctors began to develop intelligence tests to examine new immigrants from all over the world. It was at Ellis Island where an extraordinary amount of scientific research took place and intelligence tests became the standard for determining mental abilities. Ellis Island physicians utilized many different performance tests, and administered them to the thousands upon thousands of immigrants hoping to live in the United States. The Objective of this study was to determine whether or not Ellis Island physicians were correctly measuring what they thought to be intelligence. Sampling and Methods: The research sample consisted of 39 male and female students in third and fourth grade. Subjects were given recreated Ellis Island puzzle tasks, the Knox Cube test as well as current measures of Intelligence from the Wechsler Intelligence Scale for Children, 4th Edition- Integrated. Results: There was no correlation between recreated Ellis Island tasks and current measures of intelligence. Conclusion: Ellis Island Physicians may not have been measuring aspects of intelligence as they thought, however they greatly contributed to the research and development of cognitive testing."--Abstract.

Data and information related to migrations is used not only for statistical, humanitarian, medical, public security, and other similar purposes, but are also especially used for purposes concerning national security. In the midst of migrants seeking international help and humanitarian aid, members of organized crime, human, drugs, and weapons traffickers, terrorists, and other criminals/deviants could potentially be hiding amongst those seeking refuge. Their purpose is to clandestinely reaching their destination where criminal offences, terrorism and other similar activities can inflict serious damage to national or international security. During the last few years, the rising inflow of refugees and economic migrants is becoming a more and more serious economic, political and security problem for Europe, especially for the member countries of the European Union. In 2015, the migrant inflow into Europe was above one million, which is the most exceptional influx to date, and policymakers do not have a competent answer of how to react. To make things even worse, Turkey is threatening to push an enormous number of additional migrants into the Greek islands. Additional controversy is present in the Schengen area, which will probably narrow not expand the so-called Dublin Declaration, in European countries which are not members of the European Union, in the United Kingdom following Brexit, and in some countries where overall political instability seems incessant. Such political complexity of the given situation in Europe might diminish the capabilities of intelligence and security services that are normally highly successful. The core of the proposed book addresses the statistical analysis and modeling of the potential future of migrant inflow according to Turkeys possible motives in the future. Since the latter can be quite unpredictable, a relatively difficult forecasting problem is currently unavoidable, and possible uncertainties might be quite severe. The calculated prediction results imply that the migrant inflow trend will remain considerably high, particularly in the case if Turkey decides to completely open its borders for further migrations towards the Greek islands. This finding should be a serious warning to the EU to create a more efficient immigration policy in the near future.
