Download or read book Wiki Government written by Beth Simone Noveck and published by Brookings Institution Press. This book was released on 2009-08-01 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Collaborative democracy—government with the people—is a new vision of governance in the digital age. Wiki Government explains how to translate the vision into reality. Beth Simone Noveck draws on her experience in creating Peer-to-Patent, the federal government's first social networking initiative, to show how technology can connect the expertise of the many to the power of the few. In the process, she reveals what it takes to innovate in government. Launched in 2007, Peer-to-Patent connects patent examiners to volunteer scientists and technologists via the web. These dedicated but overtaxed officials decide which of the million-plus patent applications currently in the pipeline to approve. Their decisions help determine which start-up pioneers a new industry and which disappears without a trace. Patent examiners have traditionally worked in secret, cut off from essential information and racing against the clock to rule on lengthy, technical claims. Peer-to-Patent broke this mold by creating online networks of self-selecting citizen experts and channeling their knowledge and enthusiasm into forms that patent examiners can easily use. Peer-to-Patent shows how policymakers can improve decisionmaking by harnessing networks to public institutions. By encouraging, coordinating, and structuring citizen participation, technology can make government both more open and more effective at solving today's complex social and economic problems. Wiki Government describes how this model can be applied in a wide variety of settings and offers a fundamental rethinking of effective governance and democratic legitimacy for the twenty-first century.
Download or read book The Next Antitrust Agenda written by American Antitrust Institute and published by Vandeplas Pub.. This book was released on 2008 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: The American Antitrust Institute (AAI) was founded in 1998 as an independent, nonprofit education, research, and advocacy organization. Celebrating its tenth anniversary during the important 2008 presidential campaign, the AAI determined to utilize this year to generate an integrated vision for re-energizing competition policy in the United States. Ours is a vision that departs in substantial ways from the outlook that has driven competition policy for much of the past generation. We offer it to the next administration without presupposition as to which party will control Congress or who the President will be. Traditionally, the ideal of competition as the preferred regulator of business behavior has enjoyed bipartisan support, beginning with the introduction of the Sherman Act in 1890 by a Republican and its signing into law by a Republican. But interpretations of what constitutes healthy competition and priorities for enforcement have varied over time, sometimes dramatically. Indeed, there have been periods of war or depression when the ideal of competition has been eclipsed by other priorities and policies. Yet, time and again, the ideal has been rejuvenated - by both Republicans and Democrats. We argue that we should now be entering a period of reinterpretation and rejuvenation. This Report is the edited product of a set of committees formed in the fall of 2007. The committee chairs and participants are all members of the AAI's Advisory Board. The Report consists of ten chapters and an introduction to competition policy and the philosophy behind the Report. The first set of chapters examines substantive areas of antitrust law and economics, including cartel enforcement, monopolization, merger policy, and a relative newcomer to antitrust discourse, buyer power. The following chapters then offer prescriptions for building the institutions of public enforcement and restoring the legitimacy of private enforcement. Finally, the report concludes with four chapters devoted to several of the key economic sectors in which competition policy issues are currently important: media, food, health, and energy. Together, these sectors account for more than one-third of the national economy.

Download or read book Innovation for the 21st Century written by Michael A. Carrier and published by Oxford University Press. This book was released on 2009-03-26 with total page 421 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, innovation has been threatened by the United States legal system. Much of the blame can be attributed to the antitrust and intellectual property laws. Innovation for the 21st Century seeks to reverse this trend, offering ten revolutionary proposals, from pharmaceuticals to peer-to-peer software, to help foster innovation. Michael A. Carrier illustrates the benefits of improving the patent system and incorporating innovation into copyright and antitrust law. He also dips into a rich business literature to import ideas on "disruptive innovation" and "user innovation." And he replaces the 20th-century view that the IP and antitrust laws are in conflict with a new 21st-century framework that treats them as collaborators. Innovation for the 21st Century: Harnessing the Power of Intellectual Property and Antitrust Law provides a comprehensive framework for the patent, copyright, and antitrust laws to promote innovation.
