It is a powerful tool that can assist in minimizing value conflicts among preference and interest parties by providing better information. In this chapter, the basic principles of how GIS is utilized in SWM planning are discussed. The first few sections deal with sustainable SWM planning, its challenges, and problems with the poor performance of its planning. Furthermore, the principles of GIS, how it evolved in SWM, and its integration with multi-criteria evaluation were discussed. The Indian waste landscape is changing rapidly as the population grows, the composition of the waste generated evolves, the extent of waste segmentation changes and the technologies available to collect and process waste improve. Many solutions have been proposed for dealing with the mixed waste but the most appropriate solution for a particular context is difficult to quantify. Thus, decisions are often made without considering the long-term economic, environmental or social consequences. The present work focuses on helping Indian cities improve collection, transportation and treatment of waste by developing a GIS-based decision support tool that assesses the cost effectiveness and efficiency of collection strategies, treatment technologies and system configurations. The tool considers the unique elements of a city including the demographics, waste composition, scale, existing infrastructure for waste collection and treatment and potential for implementing new technologies. Understanding the prevailing waste management architecture of these cities is vital in designing systems which adapt to meet the needs of the growing population with changing aspirations and consumer behavior. There is a lack of bottom-up data on the composition and volumes of waste in India. Our data-driven decision-making approach combines baseline data collection through waste audits with a systems optimization modeling approach. By using the tool to evaluate the economic, environmental and social impact of different technology configurations at varying scales, we are able to quantify the expected performance associated with different architectures. The decision support tool can be used to find the minimum cost waste configuration that considers both environmental GHG emissions and employment, by constructing trade-off graphs between competing goals. A compromise solution that satisfies competing goals is obtained at the turning point of the trade-off graphs. We also test the feasibility of improving the segregation rate in Muzaffarnagar and the impact segregation policies have on the metrics of the waste system. From the waste audits, we see that Indian households have a high composition of organic waste and waste generation increases with income level. By implementing a weekly feedback social incentive mechanism, we see that the segregation rate of organic waste by households increases to nearly twice than those households that were given no feedback. The tool shows that as the segregation rate of the city increases, the costs and GHG emissions reduce, while the employment of the waste system increases. The level of centralization of the system reduces as the level of segregation of waste increases, that is, the system moves towards smaller scale processing plants instead of large scale centralized plants.

Organizations spend large sums each year for their waste disposal. The University of Missouri has its solid waste serviced by the City of Columbia. In this thesis, we develop a robust optimization approach to support solid waste collection planning at University of Missouri. The aim of this study is minimizing the cost of the university`s annual solid waste disposal contract. In this research we try to choose the best locations for waste collection, assign waste generators to the potential collection centers, and determine the desired service frequency at collection sites. We solve the problem with two methods. First a deterministic model is proposed that considers a single point estimate for all input data. Then since the frequency of service at certain receptacle types was observed to vary in historical data, a robust optimization model is considered to find preferred solutions. GAMS/ CPLEX software is used to solve the model under different scenarios and identify potential waste collection network designs.

Book excerpt: The management of municipal solid waste (MSW) is one of the major challenging issues for various global jurisdictions. MSW generation and disposal rates are increasing worldwide along with increased population and urbanization. Limited landfill capacity and long-term environmental issues associated with landfilling (e.g., landfill gas emission and leachate generation) have led to a need to consider sustainable alternatives for MSW use and disposal. Two of the most important issues associated with waste conversion facility building are optimal site location and economic feasibility. The overall objective of this research is to: (1) develop a methodology for waste conversion facility site selection and (2) create a generic decision-making model that can be used by county planners to make waste conversion facility decisions incorporating economic and social parameters. Siting a solid waste-to-energy (WTE) facility requires an assessment of solid waste availability as well as compliance with environmental, social, and economic factors. There are some important parameters (e.g., location and amount of available waste, soil type, etc.) that should be considered when siting WTE facilities. These parameters do not have equal weight. In the first part of this study, six different waste management scenarios were studied with three different weights used. The analytic hierarchy process (AHP) was used to assign weights to the parameters. Both waste availability amount-dependent and waste availability amount-independent studies were carried out. The purpose of the second part of this study is to develop a framework to help compare the costs of different waste management scenarios. A user-friendly model was developed that allows the user to input different waste availability details and other variables (i.e., cost of biofuel, cost of electricity, etc.). Ten waste management scenarios were compared based on either gate fee or internal rate of return. These scenarios are: (i) gasification (producing biofuel), (ii) gasification (producing electricity), (iii) anaerobic digestion, (iv) composting, (v) new landfill, (vi) gasification (producing biofuel) integrated with anaerobic digestion, (vii) gasification (producing electricity) integrated with anaerobic digestion, (viii) gasification (producing biofuel) integrated with composting, and (ix) gasification (producing electricity) integrated with composting. A sensitivity analysis was conducted to assess the impact of changes in the values of different parameters. For this research, a case study of Parkland County was conducted. For this case study, at 10% IRR and a waste availability of 25,000-50,000 tonne/year, composting is the cheapest solution (77 -86 $/tonne gate fee), and for a waste availability of 50,000-150,000 tonne/year, a gasification (producing electricity) facility integrated with composting is the cheapest solution with a gate fee of 42 -77 $/tonne. Moreover, as incentives (from government or other parties) increase for waste-to-energy scenarios, these scenarios become cheaper. As capital investment incentives increase, the facility owner's capital investment decreases.
